So what’s the next level • Really the desired level is the release of broadcast licences to communities—not campuses; the placement of Nigeria among nations where the poor and the rural have a voice of their own...
How do we get there? (I) • “All the provisions on licensing noted in the document below can be addressed by the National Broadcasting Commission (NBC). These features fall within the purview of the Honourable Minister of Information, requiring only a statement of policy from the Honourable Minister and the requirement of time-bound implementation by the NBC” (Report of the Community Radio Policy Drafting Committee, 2006)
Why is that difficult? Why has it been difficult to get that statement of policy from the Honourable Minister? • Guesses: • Politics • Priority • Processing • Procrastination
