Leave Program All Employees • Annual Leave • The number of hours earned per pay period is based on Service Computation Date (SCD) • <3 years: 4 hours per period • 3 to <15 years: 6 hours per period • 15 years or more: 8 hours per period • Max carry-over is 240 hours per calendar year • Sick Leave • Accumulated at 4 hours per pay period • No max carry over • Administrative Leave • Not charged to employees for reasons such as: • Jury Duty • Severe weather, floods, or other emergencies • Temporary Employees • Will earn Annual and Sick Leave, but your appointment must extend or be extended beyond 90 days to use their Annual Leave • Permanent/Indefinite Employees • Advance Annual Leave • Can advance what you can be expected to accrue by the end of the leave year • Advance Sick Leave • Can advance up to 240 hours • Military Leave / Absent - US • Authorized 120 hours of military leave per fiscal year • Max carry-over is 240 hours See also HRO Policy Letters 12-04 and 12-05
Labor Relations Management • Employees shall have the right to self organization, to form, join, or assist labor organizations, to bargain collectively through representatives of their own choosing, and to engage in other concerted activities for the purpose of collective bargaining or other mutual aid or protection, and shall also have the right to refrain from any or all of such activities except to the extent that such rights may be affected by an agreement requiring membership in a labor organization as a condition of employment as authorized. • The Labor Organization for the Alaska National Guard is the Association of Civilian Technicians, Alaska Chapter, Local #84. Weingarten Rights(Bargaining Unit Members) • “Weingarten Rights” is the term that affords bargaining unit employees the right to have a union representative present during "investigative interviews" that the technician feels could lead to disciplinary action or during formal discussions. The term Weingarten is drawn the decision, NLRB v. J. Weingarten, Inc., 420 U.S. 252 (1975). The specific right of federal employees to union assistance during investigative interviews is rooted and spelled out in 5 USC 7114 (a)(2)(B). Available on the HRO Website under Labor Relations Tab
Federal Employees Compensation Act (FECA)Office of Workers Compensation Program (OWCP) • Work Injury Benefits for Federal Employees If you sustain injury, which includes occupational disease, damage to medical braces, artificial limbs, or other prosthetic devises, you may be entitled to benefits of the Federal Employees Compensation Act. • What a Federal Employee should do when injured at work. • Report to Supervisor (Electronic Filing) • Obtain Medical Care if needed • File a Written Notice (OWCP Form CA-1 or CA-2) • Obtain Receipt of Notice
Performance Management Plan • Trial Period • Permanent employees will normally serve a one year trial period. It’s the initial time period intended to ensure the employee is capable of performing the duties of the job. • The AKNG utilizes the 5-Tier Performance Appraisal Application (PAA) which is accessed through MyBiz/MyWorkplace. • Annual Performance Standards will be established for all employees and must be completed within the first 30 days of employment. • In accordance with Technician Personnel Regulation (TPR) 430, the initial Performance Appraisal is due on the employee’s anniversary month of hire (365 days past date of appointment). Employee Benefits Information System (EBIS) • EBIS is a web based application that allows you to access general and personal benefits information and to conduct electronic transactions to start or change most of your federal benefits to include FEGLI, FEHB, and TSP.
Federal Employees Group Life Insurance (FEGLI) • FEGLI provides group term life insurance and as such, it does not build up any cash value or paid-up value • Automatic enrollment in Basic Life • Basic Life Insurance is equal to your annual basic pay plus $2,000 • If Basic coverage is not wanted, you must sign the SF-2817 (enrollment/waiver form) • If submitted today, it will be effective on your date of hire • You can waive coverage at any time • Qualifying Life Event • 12 Months from date of waiver • Requires satisfactory medical information (at you own expense) • Subject to OFEGLI approval • No Annual Open Season
Federal Employees Group Life Insurance (FEGLI) • You have 60 days from your date of hire to sign up for any Optional Life Insurance • Option A - Standard is equal to $10,000 • Option B - Additional is equal to an amount from 1 to 5 times your annual basic pay • Option C - Family provides coverage for your spouse and eligible dependent children • Cost for FEGLI • The Government pay for 1/3 of the cost for Basic Life Insurance • You will bare the full cost for any Optional Life Insurance • FEGLI Booklet - Insurance Worksheet • SF 2823 (Designation of Beneficiary)

Federal EmployeesDental and Vision Insurance Program (FEDVIP) • President George W. Bush signed The Federal Employee Dental and Vision Benefits Enhancement Act of 2004 into law on December 23, 2004. The Act authorizes OPM to establish arrangements under which supplemental dental and vision benefits are made available to Federal and U.S. Postal Service employees, retirees, and their eligible family members, and the law gives OPM broad contracting authority to leverage the purchasing power of Federal enrollees to provide comprehensive benefits with competitive premiums.
How Do I Enroll in FEDVIP? • New employees have 60 days to enroll from date of hire • Open Season • Same as FEHB • Qualifying Life Event • Enrollment for FEDVIP is not handled by HRO! • You can enroll in FEDVIP either online at www.benefeds.com or by phone at 1-877-888-3337. • You can also receive additional information on available Dental and Vision carriers at www.benefeds.com.
Flexible Spending Accounts (FSA) • A Flexible Spending Account or FSA, is an employee benefit program that allows you to set aside money, on a pre-tax basis, for certain health care and dependent care expenses. • Two ways to save with an FSA • A Health Care FSA (HCFSA) is used to pay for eligible health care expenses that are not covered under your insurance plan, such as co-payments and over-the-counter medicines, such as Tylenol and Sudafed. • A Dependent Care FSA (DCFSA) is used to pay for childcare or adult dependent care expenses that are necessary to allow you and your spouse, if married, to work, look for work or attend school full-time.
Flexible Spending Accounts (FSA) • Who is eligible? • FSA works with Federal Employees Health Benefits (FEHB). Military Deposit Service Buy Back • All Honorable Active Duty Military service is potentially creditable • To receive credit for civilian retirement purposes you must make a “deposit” • Current deposit rate is 3% of your Military base pay • Complete the Military Buy Back Package • No interest is charged if the deposit is made prior to your third anniversary date in a retirement covered CSRS or FERS position • You will provide HRO with a copy of the DFAS receipt after deposit is completed • Military deposits must be paid prior to separation or retirement from the Federal Service
