  4. National Routing System Pilot • A system to move vital event data between vital statistics organizations and their stakeholders electronically.

  5. Pilot Purpose • Demonstrates the feasibility of creating a network that would facilitate the routing of Vital Event data between provider organizations and authorized consumer organizations • Demonstrates that routing could take place in near real-time while still guaranteeing the security and integrity of the data

  6. Pilot Purpose • Demonstrate that six diverse departments and agencies with different cultures, standards and requirements can work cooperatively to achieve a common goal

  11. National Routing System Pilot • Why is it special? • Establishes the basis for an all in one routing system, handling notification and query functions for all vital events for all connected partners. • Proves our ability to provide near real time transmission and query response.

  12. National Routing System Pilot • What does this mean to you? • Makes possible linkage between the electronic data exchange systems of both Canadian and US jurisdictions.

  13. Standards • The Vital Statistics Standard • 10 Part Multi-Part standard • Parts 1 to 4 complete pending Council approval

Canadian Vital Statistics Standard • Part 1: Standard Framework Model • Provides key concepts, constructs, definitions and legislative context to provide foundation for the other nine parts • Serves as the basis for understanding and use of the other parts • Maximizes use and integration of existing international standards and Canada-wide common requirements for Vital Statistics

  15. Canadian Vital Statistics Standards • Part 2: Rules Governing Registration of Vital Events of an Individual • Defines the requirements and establishes rules for the registration of vital events including; birth, death, marriage and stillbirth.

  16. Canadian Vital Statistics Standards • Part 3: Rules Governing Amendment of a Vital Event Record of an Individual • Rules for amending, changing, correcting a vital event record after it has been registered • Deals with legal change of name, adoption, correction type amendments.

  17. Canadian Vital Statistics Standards • Part 4: Rules Governing Issuance of a Certificate, a Copy of an Act, a Certified Photographic Print or a Declaration of Particulars of a Vital Event Record • Rules for authenticating applicants, assessing eligibility and issuing vital event documents.
