  2. Description • Name of Legislation: • The Agricultural Adjustment Act • Created by Agricultural Secretary, Henry Wallace 1933 • One of Roosevelt’s first of fifteen major legislations

  3. Description • Purpose/Goal? • Congress declared their duty to balance supply and demand for farm produce • so that prices would support purchasing power for farms. • Would pay farmers to not plant on their land • kill of excess livestock • so prices of produce on market would go up. • Money to pay off farmers gathered by taxing companies who made farm products.

Description • How was it Implemented? • FDR appointed Henry Wallace as Secretary of Agriculture. • Wallace drafted the AAA in 1933 • In 1936, original draft deemed unconstitutional • because it is wrong to tax one group of processors. • Second draft drawn up in 1938 • No processing tax, Accepted

  5. Description • Target of the AAA? • Farmers

  6. Role of Government • How did it change the Role of Government? • The government changed from Laissez Faire • Federal Spending • increased because government was paying each farmer • Paid to not grow crops on part of their lands

  7. Role of Government • Increase of Government involvement in everyday lives • Government got involved in the farmers lives, • unlike in Hoovers Administration. • most farmers did not like how government controlled them. • Others had no choice • tookthe government money.

  8. Role of Government • Increase of Governments Regulation in Big Business • The government increased regulation to the entire agricultural business • Government regulated what/ how much was allowed to harvest.

  9. Effectiveness • Effective: • It did help many farmers through tough economic times • Helped raise Farm prices

  10. Effectiveness • Not Effective: • A portion of the law was declared unconstitutional in 1936 • It did not help farmers with fewer acres as much • Upset some Americans
