Students to Be Tested • All Florida public school students enrolled in tested grade levels participate, per Section 1008.22(3)(c)8, Florida Statutes (F.S.) • Students must take the test(s) appropriate for the grade level in which they are enrolled • The following groups of students MAY participate: • Home Education Program Students (except Retakes) • McKay Scholarship Program Students • Florida Tax Credit (FTC) Scholarship Program Students • Virtual School Program Students • Per Section 1002.45(6)b, Florida Statutes (F.S.), districts must make arrangements to test Florida Virtual School (FLVS) Full-Time public school students as well as other special program students • Hospital – Homebound • Contact Tom Orloff - px# 45192 (684-5192)

Refuse to Write/Attempt • The student who enters the testing room but refuses to take the test • If the student makes no marks on the test other than the student grid sheet • Student will count for participation • The student will be counted as “Not Attempted ” • DO NOT invalidate • Return with the To Be Scored documents • CBT • Click the SUBMIT button
Accommodations • Manuals provide information concerning allowable test administration accommodations for students with disabilities and for ELLs • Students with disabilities are eligible if • are regularly used for instruction • documentation is provided

Preidentified Student Labels • Only the school assessment coordinator and other certified school personnel may open the shrink-wrapped packages and affix labels • Secure books must not be opened prior to specified date • Students are not permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing • All secure materials must be returned to locked storage and remain there until testing
Affixing Student Labels • In order for a document to be properly scanned, carefully place the label in the lower left corner of the student grid sheet in the box that reads PLACE STUDENT LABEL HERE • Do not remove labels once they have been affixed • Do not affix a label over another label
Preidentified Student Labels • These five elements must be correct: • Student Name • Student ID Number • District Number • School Number • Grade Level • Destroy labels in a secure manner if any of the five elements are incorrect • If any other preidentified information is incorrect, report the incorrect information to your school’s data processor

Pre-ID Labels • The following six elements MUST be correct for the student label to be used: • Student’s Last Name • Student’s ID Number • District Name • School Number • Grade Level • ELL Status
Invalidations • A test administrator should discuss any situation involving possible invalidation with the school assessment coordinator, and the situation should be investigated immediately • When a student’s test is invalidated for any of the reasons described in this Test Invalidation section, return the invalidated test with the DNS bubble(s) gridded with all other TO BE SCORED materials. This will ensure that the student is counted for participation purposes, but the student will not receive a score.
Guidelines for Appropriate Invalidations • A student has an electronic device during testing • A student’s test MUST be invalidated • A student is cheating during testing • Cheating is cause for immediate test invalidation • A student becomes ill and is unable to finish, OR a student is not allowed the correct amount of time • Invalidation decisions should be made based on whether the student was provided adequate time to respond completely to the test items • If a determination can be made that the student was provided enough time to respond completely, the test should be submitted for scoring • If it is determined that the student was not provided adequate time to respond completely AND the validity of the test results has been compromised, the test should be invalidated • However, if the validity of the test results has not been compromised AND the student has not left the school’s campus, the student may return to the testing room during the same school day to complete the test
Guidelines for Appropriate Invalidations • A student is given an accommodation not allowed • A student is given an accommodation not indicated on the student’s IEP, Section 504 plan, or ELL plan • A student was NOT provided an allowable accommodation indicated on the student’s IEP, Section 504 plan, or ELL plan • Should be discussed with the student and his or her parents/guardians to determine if the lack of the accommodation significantly affected the student’s performance and whether the test should be scored
Guidelines for Appropriate Invalidations • A student works in the incorrect session • If a student working in Session 1 goes on to Session 2 on the same day and it is discovered during testing, the student should be allowed to complete Session 2 with the correct amount of time and the test may be submitted for scoring • If this occurs, the student’s parents/guardians should be notified of the misadministration and the student should be asked if he or she is comfortable with his or her performance on the test to determine if the test should be scored • If it is discovered after the student has left for the day and Session 2 has not been completed, the test must be invalidated. If a student working in Session 2 of a test goes back and works in Session 1, the test must be invalidated.
Guidelines for Appropriate Invalidations • An error occurs in test administration or procedures that could compromise the validity of the test results • If the validity of the test results has been compromised (e.g., students had access to an unauthorized visual aid that gave an unfair advantage), the test must be invalidated • A disruption occurs during testing • If students are disrupted during testing due to a circumstance out of their control (e.g., severe weather), test invalidation may be considered if a student feels his or her performance was significantly affected by the disruption • A student is given unauthorized help during testing • If a student received unauthorized assistance or had been given an unfair advantage (e.g., a test administrator had told a student to check the answer to a specific item), the student’s test must be invalidated • A student is disruptive during testing • the school assessment coordinator should determine whether invalidation is an appropriate course of action
Do Not Score (DNS) and UNDO Bubbles • The DNS bubble must be gridded when a test is invalidated or when a document is defective and USED • If a DNS bubble has been gridded by mistake, erase the DNS bubble and grid the UNDO bubble. Then package the document with all other TO BE SCORED materials.

Test Security • Inappropriate actions by school or district personnel before, during, or after test administration may result in consequences such as test invalidations and/or loss of teaching certification • Please carefully read: • the Test Security Policies and Procedures • the Florida Test Security Statute • the Florida State Board of Education Test Security Rule • All personnel involved in test administration must read and sign the appropriate Test Administration and Security Agreement • FCAT test administrators will also be required to sign a Test Administrator Prohibited Activities Agreement indicating that they understand prohibited activities during test administration and possible consequences of inappropriate behavior • Test administrators will record their certification numbers on the Test Administrator Prohibited Activities Agreement
Examples of Prohibited Activities • Reading the passages, test items, or performance tasks before, during, or after testing • Revealing the passages, test items or performance tasks • Copying the passages, test items or performance tasks • Explaining or reading passages, test items or performance tasks for students • Changing or otherwise interfering with student responses to test items or performance tasks • Copying or reading student responses • Causing achievement of schools to be inaccurately measured or reported

Testing Rules Acknowledgment • All tests include a Testing Rules Acknowledgment that reads: “I understand the testing rules that were just read to me. If I do not follow these rules, my test score may be invalidated.” Prior to testing, students must acknowledge the testing rules that the test administrator read to them by clicking or signing below the Testing Rules Acknowledgment. • Location of Acknowledgment • Back of planning sheet – Writing • Inside the front cover of the test document – Paper/Pencil • After the Welcome Screen – CBT • If a student refuses to sign: • The test administrator immediately notifies the school assessment coordinator • The school assessment coordinator removes the student from the testing room • The student is tested on a make-up day • If the student still refuses, the student is tested and documentation of their refusal is kept at the school
Electronic Devices-Students • School personnel must ensure that students do not have access to their cell phones or other electronic devices at any time during testing, including breaks (e.g., restroom breaks, lunch), if they will return to complete a test session • If a student is found to be in possession of ANY electronic device(s) during testing OR during a break, his or her test must be invalidated • Students and parents/guardians must be made aware of this policy prior to testing • Electronic devices sign must be posted prior to testing where it will be visible to all students
Electronic Devices-Test Administrators/Proctors • Test Administrator Prohibited Activities Agreement – “I understand that during testing I may not: Use my cell phone, check email, grade papers, or engage in other activities that will result in my attention not being on students at all times.” • Every script – “At this time, ensure that your own electronic devices are turned off.”
Test Security • The security of all test materials must be maintained before, during, and after test administration • Under no circumstances are students permitted to assist in preparing secure materials before testing or in organizing and returning materials after testing • After ANY administration, initial or make-up, all secure materials must be returned immediately to the test coordinator and placed in locked storage • The Test Materials Chain of Custody Form must be maintained at all times (FCAT and EOC Paper/Pencil Only)
Test Security • No more than three people should have access to the locked storage room • Secure materials should never be left unsecured • Secure materials should not remain in classrooms or be taken off the school’s campus overnight • Secure materials should never be destroyed (e.g., shredded, thrown in the trash), except for soiled documents
Test Security • Test administrators must NOT administer any assessment to their family members • Students related to their assigned test administrator should be reassigned to an alternate test administrator • Under NO circumstances may a student’s parent/guardian be present in that student’s testing room
