STAAR AND ACCOUNTABILITY • No word on accountability until results of spring testing is known • Cut scores will be more equitable across subjects than in the past • Thinking about a 3 year phase in at the same level (40%, 40%, 40% - 70% - EXAMPLE ONLY)
STAAR Standard-Setting Process 9 steps for setting STAAR performance standards: • Conduct validity and linking studies • Develop performance labels and policy definitions • Develop grade/course specific performance level descriptors • Policy committee • Standard-setting committee • Reasonableness review • Approval of performance standards • Implementation of performance standards • Review of performance standards
Phase-In • Initial standard will only apply at the Level I: Unsatisfactory and Level II: Satisfactory performance levels • Will also apply to the Minimum Score for EOC • For EOC, students will be held to the standard (initial or final) that was in place when the student first tests in the content area (English, mathematics, social studies, and science)
STAAR Short Answer Reading Two short answer reading questions on each English I, II, and III assessment Each short answer reading question based on a 0−3 rubric and weighted by 3, for a total of 9 points A total of 56 points on reading test: short answer questions worth 18 points (32% of total score); multiple choice worth 38 points (68% of total score) Students have 10 lines to answer each question: 9 “light lines” plus the heavy “border line” at the bottom of the box
New Components of the STAAR WRITING Program • Time limit of 4 hours per day • Make-up testing opportunities for all grades and subjects, not only those used for AYP • Students taking STAAR Gr. 7 Writing and English I, II, III Writing may use dictionaries for the entire test (multiple-choice section and the written compositions). • Districts must provide at least 1 dictionary for every five students. [See expanded dictionary policy on our website; e.g., bilingual dictionaries & electronic dictionaries (provided they are not internet-capable) are now allowed.]
STAAR Test Design • Revision and editing assessed in separate sections of the test—each section worth 24% of total test score • Students will write two one-page essays (26 lines maximum) addressing different types of writing • English I−literary and expository • English II−expository and persuasive • English III−persuasive and analytical • Essays will be weighted equally—each essay 26% of total test score • No “gatekeeper” (automatic fail of the writing test for a 1) • Dictionary policy expanded
STAAR Written Compositions One Page for Each Composition One page contains a total of 26 lines: 25 “light lines” plus the heavy “border line” at the bottom of the writing space. (The TAKS composition page had the same lay-out.) A sample STAAR composition page will be provided on our STAAR Resources website in the near future. http://www.tea.state.tx.us/student.assessment/staar/ ************************************************* If a student squeezes in more than 26 lines, only the first 26 lines will be scored. *************************************************
Adjacent Scoring for STAAR TAKS compositions were scored using the “perfect agreement” model. Two readers read each paper, and if the scores did not agree, a third reader (and sometimes a fourth) read the paper to determine the final score. STAAR compositions will be scored using the “adjacent scoring” model. Perfect agreement does not have to be reached. With this method, districts will receive a more accurate description of each student’s writing performance.
