  2. Current Situation Nowadays all countries worldwide have to operate in the Era of New Normal Economy, where the high volatility and depressed growth are the new global economic backdrop. Even when it seems that the most dangerous risks of financial crisis have disappeared, probably negative scenario for the world economy can not be ignored. East-European Region (hereafter - EER) mostly consists of the countries experienced the Soviet period in their history. Even after the 20-year transition the majority of EER members have ineffective structure of economy inclined to heavy industry and high consumption of natural resources. Although educational rate of EER population is relatively high, human capital is underused by EER economic sector due to undeveloped innovative infrastructure. So EER countries now continue to waste their competitive advantage by donating their highly-educated workforce (IT-specialists, scientists, etc.) to developed countries.

  3. How the EER can gain a global competitive advantage compared to other countries? Creation of a significant number of high-skilled and well-paid workplaces

  4. Why competitiveness strongly depends on creation of a high-skilled and well-paid workplaces?

  5. EER countries’ weaknesses Compared to the developed Western Europe/North America countries, EER members lag behind in terms of becoming a smarter place, hindering therefore their capacity to shift towards truly differentiated, higher value added activities and sustain their economic competitiveness. EER members underperform in providing the right conditions for gainful employment for large shares of their population. Among other factors hindering overall EER competitiveness are: insufficient openness to trade; administrative and cultural barriers for an effective free movement of people; fragmentation in the internal market for tradable services.

Steps needed to ensureEER’s competitiveness: Scope of EER production should be expanded by including the high tech- and high skill-intensive products, since EER can specialize in specific tasks within the global production. EER Government policies should be aimed at building a smarter, knowledge-intensive society, while state investments should be mostly directed to highly skilful, digital innovative projects – such as the EER’s SPACE EXPLORATION CONSORTIUM (see the next slide).

  7. Example of an Ambitious Hi-Tech Project Of course, implementation of ambitious hi-tech projects demands huge investments therefore EER members should join their financial and political efforts in order to compete with developed countries by realizing highly innovative activities. The example of such project: CREATION of SPACE EXPLORATION CONSORTIUM (on the basis of Ukraine). Project prospects: Many countries worldwide are ready to invest huge amounts of money to space exploration. Space industry is one of the most innovative, knowledge-intensive, investment-attractive and potentially growing. Just very few countries at the moment have long-term experience in space programs implementing and space industry development – and Ukraine is one of them! Ukraine has not only scientific but also material base for space exploration(see the next slide) that create good conditions for launching such project.

EER members Joint Project: SPACE EXPLORATION CONSORTIUM Existed Ukrainian Space Exploration infrastructure: The Yuzhmash Production Association located in Ukraine (the biggest plant in the former Soviet Union specialized on production of Space ships and equipment) The Yuzhnoye Design Office that has a long-term scientific experience in development of Space equipment. Sea Launch platform - floating cosmodrome (see the picture) used since 2005 for commercial space launches from equator zone. Ukraine is a partner of this project.

  9. EER members’ SPACE EXPLORATION CONSORTIUM.Action Plan Establish long-term cooperation among East European countries in space exploration sphere Provide funding from the EER states’ budget for space programs. Attract large corporations to finance space programs for commercial purposes (telecommunication enterprises, processing enterprises, private funds, corporations interested in use of natural resources from other planets, etc).

  10. EER members’ SPACE EXPLORATION CONSORTIUM. Expected positive outcomes. Breakthrough innovations and producing the latest space technologies will give a chance to EER countries to perform better in ensuring competitive societies. Thousands of scientists and practitioners will conduct research and develop science in EER countries. There are no trade-offs between building a smart economy and achieving a competitive and developed society. Young professionals will be able to apply their skills in their respective EER countries, developing the knowlenge-based economy of the country. Workforce inflow to the space industry plants/units will develop depressed areas.
