GIS & Data Management Update
1. SERBD Website 2. National WebGIS 3. EDEN (Environmental Data Exchange Network) 4. Post RBD Project (Regional Management Unit)
www.serbd.com • Background information on WFD, SERBD, SERBD project, stakeholders involved etc • WFD-related reports including the ‘Water Matters’ report and the Characterisation Report • POMS studies progress reports • Register of Protected Areas • Agendas and minutes of Advisory Council, Management Group and Steering Group meetings • News about upcoming events/publications etc • Links to relevant websites
WFD National WebGIS • Extra-net system (Geomedia software) • Restricted access due to data license issues • LA users (CCMA Agreement) • Hosted by LGCSB • Funded by DEHLG • Phase 1 available – end Nov 2007
WebGIS – phase 1 data • Water bodies (with risk assessment results) • River, lake, transitional, coastal and groundwater • Point Sources (with risk scores where relevant) • abstractions, hydrometric stations, Q-stations, IPPCs, WWTPs, WTPs, CSOs, S4s, quarries/mines, landfills • GSI data • rock units, aquifer types, chemical types, gravels • Corine landcover • OS maps & orthophotos • Protected areas • SACs, SPAs, NHAs
WebGIS – Phase 2 • Additional data will be added • Monitoring Stations • Investigative, Surveillance, Operational, SSRS access points • May be linked to EDEN and hold data ?? Other ??
WebGIS - Training • LA staff will be trained by RBD staff ?? What LA Staff ?? • Departments (Environment, Planning, IT, Water Services) • How Many? • Does LA have training facilities?
Overview • EDEN – Environmental Data Exchange Network • Primary objective is the sharing of environmental data between interested parties • EDEN joint initiative between LGCSB & EPA and funded by DOEHLG
Key Functions • Data Gathering • Validation & Exchange • Data Repository • Reporting
RBD Labs EDEN System Web Service EPA Database Server Third Party Labs /Orgs Web Service Web Service Web Service Web Server LA Labs EDEN Work Flow
Benefits • Simplifies the process of data sharing • Allows data to be shared in a timely manner and used to maximum benefit • Eliminates multiple entries and multiple reports • Allows checking of the quality of data and provides constructive feedback when errors are found • Helps in meeting reporting commitments
Regional Management Unit • Recommendation from RBD Handover Issues Seminar, Athlone, Oct 2006 • Full time unit • Dedicated space in lead Local Authority, reporting to the DOS Environment • Supported by expertise on a needs basis • River Basin District Advisory Council (RBDAC) will continue to provide advice and support
RMU - Proposed Composition • Regional Management Unit Coordinator • Secretariat • Data/GIS Manager • Scientific Officer • Water Awareness Officer
RMU - Benefits • Facilitates continuation of integrated WFD implementation • -cross boundary issues, administrative issues & IT issues • Reduce and streamline costs to Local Authorities and their partner organisations • Facilitate ease of data returns to the EPA
WebGIS Development • What data should be included? • Training • What departments • No. of staff • Training facilities
