The Facts • Real changes in regional patterns of electricity use (winter spike) & gas use (increased gas-fired electric generation) • Very few plants actually have dual fuel capability • (ex. MASSPOWER allowed to burn 15,000 gallons of oil per year, but burned only 226 in 2004 and 4,524 in 2003) • DEP has dealt with these kind of situations through emergency powers
Differences in opinion .. . • The response to these pressures should come through other efforts • In the short term through efficiency, DSM, etc… • In the long term through even more of this and clean generation • The positive relationship between cold & wind in New England – See DOE “Cold Snap” Report • Far better to plan for emergency than react on the fly BUT fuel switching is dangerous way to go • Oil supply issues as well air emissions questions
