  2. A. Significance of the Implementation Plan (1) Basic policy for the promotion of space exploration and utilization (Space E&U). (2) Measures to be undertaken by the J-G in an integrated manner for the space E&U. (3) Matters relevant to the promotion of above (1) and (2).

  3. B.Basic Policy for Promotion of Space E&U (1) Change of the government policy to place more importance to utilization, while enhancing R&D potency. (2) Promotion of measures by the J-G as a whole centered on the Space Policy Headquarters. (3) Promotion of space E&U in line with the following six(6) points Aim : to improve the living standards of the people, to contribute to the international community through      solution and prevention of global-scale environmental       and natural hazard issues .

  4. C.Six(6)Basic Policy for Promotion of Space E&U (1) Realization of secure, safe and enriched society through the utilization of space (including high-precision positioning). (2) Improvement of national security through space applications. (3) Promotion of space-related diplomacy. (4) Creation of future with vitality through promotion of R&D in the advanced technology fields (5) Strategic fostering of industries. (6) Measures for sustaining environment.

  5. D.Space E&U Plan to Meet Nine(9) major Needs (1) Land and oceanic area monitoring satellite system to contribute to Asian countries. (2) The earth and weather monitoring satellite system. (3) Advanced data communication satellite system. (4) Quasi-Zenith Satellite System (QZSS). (5) Satellite system specifically aimed at the national security enhancement. (6) Space science programs.

  6. D.Space E&U Plan to Meet Nine(9) major Needs (7) Manned and unmanned space exploration programs. (8) R&D programs for space-based, solar energy power generation. (9) Small-sized demonstration satellite programs.

E.Measures based on Basic Space Plan (1) Decision on the promotional structure: Studies on what the government organizations and JAXA should undertake (2) Establishment of the legal framework (3) Tracking of the measure execution status. (4) Strengthening the survey and analysis functions for the trend of international moves. (5) Securing the concert and coordination with the policies for areas other than space, including concert with the NSDI Basic Plan.
