2. 2 Implementation Plan will describe the roadmap and requirements for enabling the paired response capability that was evaluated during the exercise.
Industry Canada BC HAZMAT Incident Response Handbook will describe responsibilities, processes and tools that are needed to ensure business continuity within the BC region if a major HAZMAT incident occurs within BC during the conduct of a major event.
The impact of this study will be to produce an architecture framework that can be applied to major BC events thereby establishing enduring relationships between these critical emergency planning partners. The CBP approach provides a standardized methodology and terminology for the analysis of operational requirements for S&T.
The main CBP tenants include:
Capability Management adding order to the abstract world of system acquisition and life cycle management while promoting interoperability and linked/leveraged investment plans;
Architecture Frameworks modelling the relationships of people, process and tools that are inherent to the overall capability capturing the as is or to be of the capability and outlining what the overall structured approach is for assisting interoperability and how the components will operate;
Scenarios providing a context to people, process and tools within the environment under study;
User Driven focusing on user requirements and issue identification to ground analysis;
Modelling and Simulation facilitating business process modelling & simulation through live or virtual exercises to identify areas of concern, such as capability gaps, and to validate proposed solutions; and
