PSTP08-0135: Horizontal Information Exchange Across Crisis Support Organizations Objective of the Study To evaluate Horizontal Information Exchanges (HIE) at the site support or Emergency Operations Centre (EOC) level and define requirements through an architecture-driven approach. Study Management Lead Fed Dept:Agriculture and Agri-Food Canada Partners: Canadian Food Inspection Agency (CFIA) Health Portfolio Operations Centre (PHAC/HC) DND (EISE) CAE Professional Services Canada Stakeholders: Public Safety (GOC), CBSA, NRCan • Expected results • Identify key EOC information exchange capabilities and requirements (tasks, activities and functions). • Apply metrics-based analysis of capability gaps using an EOC-level exercise. • A Vision architecture that identifies some capability-based solution options. • Outputs and Potential Impact • Technical Report • Bench-top Exercise • Survey • Architecture

  3. Capability-Based Planning (CBP) Approach • Main CBP tenants for analysis include: • Capability Management • Scenarios • Architecture Frameworks • User Driven • Modelling and Simulation • Metrics-based Evaluation

Capability Management • Identify information exchange requirements • What is the critical info managed during emergencies? • what needs to be communicated, by/to whom, method of communication, schedule, logging/tracking, response requirements, etc. • Partners/Stakeholders: AAFC, CFIA, DND(EISE), CBSA, NRCan, PHAC/HC, Public Safety (GOC)

Scenario Definition • Identify relevant data models • focused on open standards • develop a potential solution that will enable reliable HIE during emergency responses that require incident management • Provide a logical linkage to the PSTP08-130 study • Produce and validate “As Is” Architecture Products • Reflect Information Exchange Requirements • Define and Prioritize Capability Gaps based on literature and subject matter experts (SMEs)

A User Driven Options Analysis • Identify user-driven Incident Management (IM) tools currently used by EOCs • Identify potential tool options to enable HIE • Identify and recommend extant and emerging models and standards • Produce “To Be” Architecture Products and text-based explanations • Represent and validate a potential solution for enabling HIE during an emergency response

  9. Modelling & Simulation • EOC-level exercise • Illuminate specific HIE requirements • Design, plan and execute an EOC exercise • Evaluate higher-level activities, processes and functions against stakeholder-defined targets and documentation

Metrics Based Evaluation • Apply a Canadianized quantitative framework to evaluate higher-level activities, processes and functions against stakeholder-defined targets • PARRI framework to evaluate the overall HIE requirements and capability to achieve them • Guided by Checklists • Public security focussed • Adapted from military domain • Leverage existing checklists • E.g., PRICIE, DOTMLPF

  11. Final Report • Document Capability Roadmap and the relationship between HIE activities and EM capabilities • recommendations for adoption and adaptation of models and standards • Refine methodology for facilitating the adoption of a CBP approach among the Canadian EM community • Articulate relationship with the “As Is” and vision “To Be” architecture framework products.
