ABOUT THIS REPORT • This report reflects the strategic policy framework of the uMgungundlovu District Municipality developed in Phase 2 (the Strategy Phase) of the Integrated Development Planning Process. • It presents the results of a comprehensive participatory process followed in the development of the strategies. • The focus of this report is on the presentation of the objectives, strategies and projects through which the district municipality will achieve its vision. • The objectives, strategies and projects relates to the fourteen Strategic Issues identified in Phase 1 of the Integrated Development Planning process. 4. OVERVIEW - STRATEGIC POLICY FRAMEWORK This is the strategic framework that will guide all future activities of the District Municipality. It consists of a number of components, viz. • Visions; • Objectives; • Decision Support Framework; • Resource Framework; and • Strategies. • Each of these components were explored and developed during the strategy phase UMGUNGUNDLOVU IDP - STRATEGIES

THE VISION AND MISSION UMGUNGUNDLOVU DISTRICT MUNICIPALITY WILL EVOLVE INTO A DYNAMIC METROPOLITAN AREA AND THE LEGISLATIVE CAPITAL OF KWAZULU-NATAL WITH A VIBRANT ECONOMY, INTEGRATED SERVICE DELIVERY AND IMPROVED QUALITY OF LIFE FOR ALL ITS PEOPLE. 6. THE DECISION SUPPORT FRAMEWORK This is a basic overarching framework that needs to be in place to ensure that the District Municipality can fulfil its allocated functions and achieve in the key performance areas. 8. OBJECTIVES, STRATEGIES AND PROJECTS What is an Objective: A clear, concise and quantifiable (or measurable) objective should be in place for each strategic issue. An objectives states the desired achievement for the 5-year planning period. Objectives then also represents the most basic level of key performance indicators (KPIs) for the municipality. What is a Strategy: A strategy is the plan of action that the District Municipality will take to achieve its specific objectives and ultimately its vision.
