Example ADB Responses to Climate Change Adaptation • Regional TA (2007) on Promoting Climate Change Adaptation in Asia and the Pacific Focus: Promote climate change adaptation • Regional TA on Climate Change Adaptation Project for the Pacific Feb 2003 to Jan 2005 Focus: Assess CC Adaptation options though case studies Report: Climate Proofing - A Risk-based Approach to Adaptation. • Regional TA (2009) on Regional Partnership for Climate Change Adaptation and Disaster Preparedness Focus: Further promote CC adaptation, and prepare strategy for key sectors, e.g. agriculture, water resources, etc and building preparedness for natural disasters • Mainstream climate change adaptation into country program (CPS), and incorporate it in project design

Introduction to the TA on Promoting Climate Change Adaptation • The TA is being designed to strengthen adaptation responses in Asia and Pacific Region • The TA is valued at 3.6 million USD and will operate for 4 years. • All of ADB’s member countries are eligible to participate. Resources are limited and therefore will be disbursed through an application process.

Example TA Component Component 2: Strengthen DMC Response to Adaptation • Output: Selected Developing Member Country updates plans, policies, and/or other actions to better adapt to future climatic conditions. • Example activities • assessment of the economic impacts of climate change; • improving understanding and use of climate change information; • developing in-country adaptation programs; • developing policies for addressing climate change adaptation in major economic sectors; • communications strategies for promoting policy options and adaptation strategies

9. Can the TA assist with NAPAs? YES • The TA has small grants available for a broad range of activities, including: • Assess status of NAPA preparations • Fill gaps in NAPA preparations • Upgrade quality of NAPA work in key areas • Conduct pilot activities under NAPA

TA Special Feature: Small Grants for Activities • Small Grants for Activities (SGA) will be oriented toward demonstrating cost-effective adaptation measures that lead to expanded investment support from ADB • Eligibility criteria may include: • (i) field-based testing of promising adaptation measures with potential for replication; (ii) policy or institutional reform initiatives relating to adaptation, (iv) regional or sub-regional efforts to identify or disseminate best practices, and (iv) efforts to build climate change adaptation considerations into ADB’s regional or country programming.

TA Special Feature: Small Grants for Activities • Eligibility criteria may include: (continued) • SGA will also contribute to improving climate adaptation responses in Asia Pacific, demonstrated support from member country (country-driven) and ADB regional departments; technically strong design, sustainability, stakeholder involvement, replication potential, and consistency with ADB safeguards policy; • Prioritization criteria may include: • vulnerable ecosystem or people focus; collaborative approach using partnerships; and investment potential

Expected TA Outcomes • TA activities should help member countries develop the tools and experience necessary to adapt to climate change; clarify the framework for adaptation needs and opportunities in Asia Pacific Region; and be oriented towards creating opportunities for expanded investment support.

15. PART II ADB and GEF Funds

16. ADB and LDCF • ADB is ready and able to assist with LDCF. We are currently considering some small island states.

17. ADB and SPA • SPA has limited funds (about 10 million USD) • Limited funds are to be used for adaptation projects that simultaneously achieve biodiversity goals. • ADB is preparing PIF for India

18. ADB and SCCF • Limited, if any funds available in SCCF • If SCCF is replenished then ADB will pursue SCCF funding in cooperation with UNDP for a coastal infrastructure project in VN. Other countries will also be considered.
