ESF 2007-2013 reached EU citizens • 98 million participations and over 276,000 entitiessupported by end 2014 • Most relevant target groups reached: low skilled, inactive, youth • After ESF support: • 9.2 million in employment • 8.7 million gained a qualification • 13.7 million obtainedother positive results (i.e.: non certifiedskills; enteringinto job search)

ESF 2007-2013 effective • Strong alignment of ESF to EU and national challenges and priorities • ESF interventions generally effective in all policy fields, though comparatively more in individual than in system results (longer time to bear fruit) • Average cost per participant 900 €, hiding a wide variety of costs

ESF 2007-2013 provided EU value added • Moreresources to support employment policies • Help weather the effects of the crisis • Extension of support to new target groups and offering of more tailored services • Supported innovation and reforms to employment and social services, education and training systems, public administration

  6. 2014-2020 Performance orientation: ESF specific elements Further to general performance orientation: • Results - short causal chain of effects • Common result indicators • Collection of individual participant data • Data collection by representativesampling and reported at specific moments • Timing for evaluations (YEI in 2015 and 2018)

  7. Performance orientation in practice • Significant improvement in the intervention logic of the programmes • Relatively low use of common indicators for programming • Usefulness of the ex-ante conditionalities to support reforms

Achievements already reported • 2.7 million ESF participants during 2014-15 • 163,736 in employment upon leaving • 156,321 gaining a qualification upon leaving • 226,731 disadvantagedwith positive resultsuponleaving • 505,561 YEI participants during 2014-2015 • 202,523 had completed the YEI supported intervention • 81,805 received an offer upon leaving • 108,734 are in education, training programmes leading to a qualification, an apprenticeship or a traineeship upon leaving • 31,387 were in employment 6 months after leaving

  9. Planned evaluations of ESF More than 700 evaluations planned, of which 435 impact evaluations
