  2. Radical Stage (extreme change in policy) • This phase is characterized by excessive cruelty, extreme violence, and denial of rights and freedoms • Reasons for the radical stage • The revolution was being threatened by both external and internal threats

  3. Threats to the revolution • External Threats: • At war with Europe (Austria, Prussia, Britain) • The monarchs of Europe feared the spread of a democratic revolution • Internal Threats: • Civil War in the Vendee region (peasants vs. revolutionaries) • In Paris, San-Culottes are leading protests because of the food shortages • The Convention is divided between the Mountain& the Girondins

Committee of Public Safety • The Convention created the Committee of Public Safety to preserve and continue the revolution • 12 member committee • Held absolute power • Goal was to save the revolution • Prepared France for all out war • Mass levy required all citizens to contribute to war effort • Leader was Robespierre

The Reign of Terror • Revolutionary Tribunals conducted quick trials and sentenced people to death by guillotine • Victims of the Terror • 15% were nobles and clergy • 15% middle class • the rest were peasants and sans-culottes involved in riots or revolts against the Republic • Ended when members of the Convention feared they may be the next victims • Turned against the Committee of Public Safety • Robespierre was arrested and executed
