Strategic Objective of “Skilled & Empowered Youth: A Skills & Livelihoods Learning Program” To enable the youth (women and men) to attain high quality fully accredited marketable skills with linkage to Industry and Livelihoods through public private partnership (TEVTA/ITA/ Dept of Schools RYK and Unilever Pvt. Limited (UPL)
Objectives of the Program • To provide local opportunities for youth to achieve quality certified skills for improved livelihoods. • To encourage local community/youth to learn accredited demand based vocational skills • To ensure that this can be done through certified trainers of TEVTA of a quality that is acceptable in the marketplace • To extend supervision for high outcomes for a scaled up program at sustainable costs
VISION • Enabling High Quality Vocational Training for Improved Livelihoods and Entitlements for Youth (women and men)
Training Centres- Pilot Phase • Govt. Unilever High School, Rahimyarkhan. • Govt. Girls High School, Old Sadiqabd • Govt. Girls High School, Railway Colony, Khanpur. In less than 10 months 255 trainees have been provided 3 months certified skills in : Beautician, Autocad and Domestic Tailoring courses in Rahim Yar Khan’s 3 Govt. schools - Schools as Community Learning Centres
TEVTA and Idara-e-Taleem-o-Agahi Lahore have entered into an agreement to promote Technical and Vocational Education in Punjab A strategic collaboration signed in August 2010 by both parties. http://www.tevta.gop.pk/mous/mous.htm#publicprivate ITA and TEVTA resolved to implement through an action mechanism at the District and Provincial level for promoting Technical and Vocational Education for livelihoods across Public and Private sector education facilities
TEVTA/ITA MOU Idara-e-Taleem-o-Agahi (ITA) (Friday, August 27, 2010) • Memorandum of Understanding (MOU) is made between Idara-e-Taleem-o-Agahi (ITA) AND Technical Education & Vocational Training Authority (TEVTA) to promote Technical and Vocational Education in the Punjab. • Strategic collaboration has been agreed upon by both parties, based on the principles of • Vigorously promoting a three pronged program of education, skills and livelihoods for poverty reduction and human dignity in Punjab targeting youth and adults. • Scaling-up Vocational & Technical programs through synergies between Vocational & Technical Institutions in certified vocations and corporate social responsibility initiatives (CSR) in Industry. • Innovatively seeking institutional collaboration with communities and industry to align skills in demand by local industry to ensure optimum placement of trained graduates. • http://www.tevta.gop.pk/mous/mous.htm#publicprivate
Procedure to Initiate Courses • Advertisement in the area by banners/local cable network. • Collection of Enrolment Files from participants. • Formal Letter to District Manger TEVTA for nominating appropriate trainer for the skill. • Appointment Letter of Trainer from District Manager ITA. • Collection of Fee on prescribed Receipt Form with Admission Forms filled in. • Monitoring, documentation and support
MOUs with TEVTA & Dept. of Schools ITA has in Place Formal MOUs with : TEVTA & the Department of Schools For a program that utilises schools optimally as Community Learning Centres (CLCs) Demand is growing for such collaborations TEVTA is keen to collaborate for designing new courses for industry - ITA can facilitate
Capex & Opexfor Vocational Training Program Average batches 4 annually & fees recovery is Rs. 120,000 @ Rs. 1000 per course (over 3 months) Teachers’ Fee = Rs. 12500 p.m or Rs. 150,000 annually per course Oversight, supervision, recurrent and materials/utilities etc. minus fee recovery .@ Rs. 20,000 pm ( this is average per unit covering 1 or up to 3 skills) if another unit is nearby this can be shared A round figure of Rs 300,000 per year per unit or Rs. 25,000 per month Any printing, advertisement, brochures etc. is separate Capex = Rs. 200,000- 250,000 per trade (may vary with some trades) in Govt. / Private facilities
ITA’s Plans 2011-2015 ITA seeks to provide high quality vocational training with placement to over 250, 000 youth (focus on women 50%) through low cost high impact scaled up models across Pakistan – a highly replicable program Pakistan’s population under the age of 25 is 60% and only 5% make it to tertiary or university education. ITA seeks to broaden the base for learning for our youth as productive responsible and creative citizens Expand the paradigm of education, to education/learning, skills and livelihoods in collaboration with Industry through sustainable CSR synergies & alliances Provide first rate certified opportunities for our youth to achieve dignity through skills, entitlements, grooming and positive attitudes ITA’s Requires Support From CSR For : Rs. 1.5 million per program to initiate vocational training program as a sustainable program in an existing school facility anywhere up to 3 trades Rs. 10 million to adopt, improve and run existing Technical Institutions in Sindh, Punjab and KPK in a sustainable manner Rs. 50 million to set up a tailor made vocational training institution
