The program RECURSO-Rendición de Cuentas para la Reforma Social- Accountability in the Social Reform Objective: a) To help Gov. define and popularize simple-to-understand standards for social outcomes in education, health and nutrition. b) To strengthen the accountability of service providers to their clients and help improve results.

  5. The standards • Children should reach a minimum of 82 cm of height by the age of two. • All women should have access to good-quality Institutional Births. • All grade 2 children should attain age-appropriate reading comprehension which means reaching level 2 in the national standard test.

  6. Reading standards: “60 words a minute” • A standard parents can understand: how can you know if your child is learning well at school? • A standard that is technically accepted by professionals in the sector • Promoting a metric which links to an appropriate pedagogical strategy • Operationalizing accountability at local level: making schools responsible for what they achieve • Data collection to test improvements: Education census • Finding out the appropriate policy changes • Dissemination/distribution of results scorecards to parents
