Wisconsin’s Industrial Focus on EnergyProgram Jerry Eaton P.E., CEM, CPE Senior Industrial Energy Advisor
MISSION Focus on Energy works with eligible Wisconsin businesses to install cost effective energy efficiency and renewable energy projects. Focus information, resources and financial incentives help to implement projects that otherwise would not be completed, or to complete projects sooner than scheduled. Its efforts help Wisconsin residents and businesses manage rising energy costs, promote in-state economic development, protect our environment and control the state's growing demand for electricity and natural gas.
Why a Statewide Initiative? • Improve energy efficiency statewide • Enhance system reliability • Promote rural economic development • Provide consistent statewide geographic coverage • Establish “energy efficiency” as a resource for use by PSC in planning
Program Background • 1999: Legislature created the program • 2005: Expanded in 2005 • 2009: Public Service Commissionof Wisconsin • Independent state agency that regulates Wisconsin's public utilities and oversees Focus on Energy. • Customer eligibility based on their electric and/or natural gas utilities • Funding comes directly from your utility payments • Public Benefit Fee (average is 1.2%)
It Makes Economic Sense Spend $500 to “free up” an existing kW by implementing energy efficiency projects or pay $2,500+ per kW for constructing a new power plant. The greenest electron is one that is never produced
Focus Accomplishments July 2001 – June 2008 • More than 56,000 businesses and 1+ million residents have participated in Focus • More than 3,000 Wisconsin Industrial businesses partner with Focus to sell energy related goods and services • By mid-2008, Wisconsin’s residents and businesses were saving more than $193 million annually due to Focus programs
Win-Win-Win • Win for Ratepayers: • keeps rates as low as possible • Win for Wisconsin Economy: • keeps dollars in the state • Win for Wisconsin Businesses: • Increases margins and infrastructure
How Does it Work? • Financial Assistance • Prescriptive Incentives • Custom Grants • Cost Sharing on Assessments, Feasibility Studies • Technical Support • Energy Advisors • Unbiased advice from experts that can identify opportunities and help quantify project pay back • Industry specific experience • Education/Training
Prescriptive Incentives Can be applied for after project is complete Simply attach invoice and mail in with completed application. • EE Repulper Rotors • EE burner inserts • Steam Trap Survey/Repair • Boiler Combustion Mgmt • Specialty • Dock Seals and Pits • Vending Machines • Monitor shutdown • Lighting • Compressed air studies • Compressed air leak detection • VSD Air compressors • Premium Efficient Motors • VFD pump / fan • Boiler / Chiller tune-up • Refrigeration tune-up
Custom Incentives Must be approved BEFORE project begins Must work with a Focus Energy Advisor • Up to 6¢ / kWh and $200 / kW (on first year savings) • Up to 60¢ / therm (on first year savings) • For projects with simple payback between 1.5 and 4 years • Up to 30% of the project cost • Cap of $250,000 per project; $500,000 per company per year
Feasibility Study Incentives • …help you quantify savings opportunities • Up to 50% of study cost, max $7,500 (larger grants possible for larger studies)
Technical Services • Identify and evaluate opportunities to reduce overall energy use or reduce energy use on a per unit of productive basis • Support energy management planning and implementation • Find vendors and evaluate their proposals for efficiency improvements • Arrange technical training opportunities in energy efficiency
