Background The Swedish PES has been nationally involved in the task since 2008 by • taking part in national working groups • created a website, www.Sofisam.se together with national authorities and organizations • Pointing out 100 contact persons for WISE in the local PES – network that meets twice a year • purchase of rehabilitation activities/training activities from Workintegrating social enterprises
Purchase of WISE • The Swedish Public Employment Service purchase: • - 750 places for rehabilitation and daily activities for persons with long term mental disorders in WISE´s • - places for rehabilitation and jobcreating activities for long term unemployed in WISE and Social economy organisations • Payed per person – partly in advance and partly after delivery
Activities for long term unemployed • The Swedish Public Employment Service contracts in WISE, social economy etc: • Places for daily activities for long term (450 or more workingdays) unemployed persons Payed per day after delivery, approximately 5000 skr– monthly
and Most of all by different kind of wage subsidies for job seekers that are employed in the WISE. Following wage subsidies are used: • Wage subsidies for long term unemployed jobseekers • Wage subsidies for vulnerable groups, above all disabled jobseekers. For these groups there are 3 different subsidies, dipending on the work capacity and needs of the jobseeker. The subsidy is a percentage of the salary in relation to the work capacity of the disabled jobseeker. The medium precentage nationally is about 64% of the salary (not higher than 16700 sek).
Other possibilities • All wage subsidies can be used not only in WISE but for every employer. • The PES can also support the job seeker through a paid period of work practise for a period of approximately 6 months.This is used as a testing period before the person is employed at the company/WISE. • The PES can also adapt the work place for disabled job seekers at all kind of employers
Support to the employer/WISE • Adaptation of the work place for disabled job seekers • Different kinds of monetary support of mentoring the employees in relation to different kind of wage subsidies • Monetary support for providing work places and activities for long term unemployed
Support on starting up a WISE • Autumn 2010 the first courses started on starting up a WISE. • For 2011/2012 there is a wish of developing and prolongation of the the courses to be purchased by the Swedish PES. The decision has to be taken by the Ministry.
