Introduction ICAO EUR HLSC Preparatory Seminar SSP and CMA are two separate yet interrelated activities Both are based on the use of safety risk management (SRM) and safety assurance (SA) principles SSP – set of regulations and activities for the management of safety by a State
Introduction ICAO EUR HLSC Preparatory Seminar CMA provides a continuous safety assessment process SSP – a management system implemented by States CMA – implemented and managed by ICAO
Discussion ICAO EUR HLSC Preparatory Seminar USOAP objective – promote global aviation safety through auditing member States SSP objective – to effectively manage safety through the surveillance of aviation system
Discussion ICAO EUR HLSC Preparatory Seminar SSP complements prescriptive regulatory system with process and procedures which systematically identify deficiencies, assess safety risks and implement mitigation strategies CMA allows ICAO to assess how well a State performs its safety oversight function

Conclusion ICAO EUR HLSC Preparatory Seminar Effective implementation of SSP by States is based upon safety management principles and cannot be successful unless safety data is available to support SRM and SA Safety data is needed for the development of regulations as safety risk controls
