Areas of National Focus: Benefit Year Earnings (BYE): Root Causes Identified: Agency Causes • Outdated Computer Applications • Nevada’s sudden economic downturn forced the agency to hire at an accelerated rate • Increase in workload diminished our ability to provide continual training
Areas of National Focus: Benefit Year Earnings (BYE): Continued Claimant Causes • Failure to comply • Economic climate has increased claimants failure to report earnings • Lack of understanding Employer Causes • Failure to comply with New Hire reporting requirements • Lack of participation in claim filing process
Areas of National Focus: Separations (SEPs): Root Causes Identified: Agency Causes • A lack of a robust integrated system and process to gather facts and evaluate issues • High volume of work caused a backlog in appeal determination Claimant Causes • Downturn in the economy has increased the willingness to misrepresent the reason for separation • Lack of understanding for consequences of misrepresenting facts 4
Areas of National Focus: Separations (SEPs): Continued Root Causes Identified: Employer Causes • Disparity between the quality of facts presented during adjudication processes as opposed to data provided during appeal hearings by large employer representatives • Lack of employer expertise in participating in necessary UI functions such as New Hire, claim filing protests and investigations 5
Areas of National Focus: Strategic Action Plan: Planned action(s) to address: • Planned modernization of current UI system (Dec 2013) • Re-emphasizing mentoring and in-service training for all staff (on going) • Update messages on IVR and Internet system to improve customer awareness in the areas of BYE (Dec 2011) • Develop and implement a new work strategy to decrease the amount of time to resolve appeals (on going) 6
Areas of National Focus: Strategic Action Plan: Continued Planned action(s) to address: • Review appeal reversals to identify any trends that impact overpayment rates (Dec 2011) • Examine policy manuals, laws and the application of regulations (Dec 2011) • Enhance awareness of legislated disqualifications relating to the commission of fraud (Dec 2011) 7
Everybody Owns Integrity Strategies to Support Owning UI Integrity: Initiate a “Everyone owns Integrity” Outreach Campaign • Convey a unified message statewide promoting UI Integrity via public service announcements.
Communications Communications Strategies: Agency • Educate all DETR staff of the importance of UI integrity • Foster recognition that UI integrity is enhanced during each customer contact Claimants • Improve claimant compliance through education • Display Fraud Prevention posters at targeted locations • Revamp UI Web sites, claimant handbooks and claimant instructions
Communications Communications Strategies: Continued To employers • Distribute flyer to educate employers on New Hire, Separations, Quarterly Charge Statements, and responding to earnings requests • Augment the new employer packet to include Fraud prevention materials • Conduct seminars emphasizing the benefits of full participation in UI processes
Communications State Specific Issues: • Implement UInv Benefits System (Dec 2013) • Institutionalize the use of On-Point AWARE fraud detection software (Feb 2011) • Implement UIQ program (TBD by SSA) • Implement SIDES (TBD by Uinv project) • Implement UC TOPS Treasury Program (TBD by Uinv project) • Utilize captured contact points to reach out to interested parties using a variety of available technologies (Dec 2012)
