Anti-Social Behaviour, Prevent and Deter Group (ABPAD Group)
The Anti-Social Prevent and Deter (ABPAD Group) is a sub group of the Community Safety Partnership (CSP) • The main aim of the ABPAD Group is to assist the CSP in reducing Anti-Social Behaviour
Membership of the ABPAD includes representatives from a range of Council departments: - • Housing and Public Protection • Young People’s Prevention and Inclusion • Young People’s Lifelong Learning & Achievement • Youth Justice Service • It also includes North Wales Police and other representatives from other public sector organisations.
The ABPAD Group meets on a monthly basis to consider issues relating to Anti-Social Behaviour (ASB): • ASB caused by individuals • Increased focus on Victims of ASB • Residential properties causing ASB (introduced in early 2011)
Residential properties can include individuals, groups or environmental factors. • It can involve properties that are owner occupied, private rented or social/local authority housing.
Two Referral Systems • Police Yellow Card Process • Partner Agency Referral Form
Stages of the Yellow Card System • 1st yellow card – Letter sent home to the Parent/guardian • 2nd yellow card – Letter sent home to parent/guardian and a home visit by Police and relevant Partner • 3rd yellow card – Direct referral onto the ABPAD Group
Partner Agency Referral Form • Referral process whereby any agency that has concerns regarding individuals, victims or residential properties can refer onto the group for discussion.

At the ABPAD Group up to date intelligence is provided on each individual case. • There is discussion and action plans developed that include preventative support, tailored interventions and where necessary enforcement.

Future Developments • Refresh training and awareness of the referral process for Police and Partner agencies • Place the ABPAD referral form on the Council’s website • Strengthen processes for identifying and supporting vulnerable victims.
