To enhance human security in Central Viet Nam by strengthening capacity to cope with the increased severity and frequency of natural disasters linked to climate change.

Assess impact of climate change on communities and livelihoods in Central Viet Nam;
Develop relevant training and awareness raising programs on environment, climate change and disasters
4. Objectives Initiate participatory planning processes for concrete actions to reduce vulnerability
Monitor and evaluate the implementation process in order to document models for adaptation

History: Capacity-building for Adaptation to Climate Change
Synergy with CECIs Safer Community Planning program in Central Vietnam (Thua-Thien Hue, Danang, Binh Dinh)

Conduct
Community training on Climate Change and Disaster Management issues;
Awareness raising on environment and disaster preparedness
Prepare simple and useful disaster preparedness plans;
Involve community members in the development and the implementation of Safer Community plans;
13. Results 3 Safer Community Plans that:
Highlight most vulnerable people, and vulnerable villages for planning risk reduction investments
Disaster preparedness plans + equipment in 3 communes and 9 most vulnerable villages
14. Results Training and models for livelihood adaptation for 1200 HH
Models of environmental improvement: tree planting, community waste management, bio-gas
15. Results 4 low-cost infrastructure improvements that reduce risks for approx. 3500 people
1 national, 2 provincial policy-makers and team of 5 university professors with increased research capacity for developing climate change adaptation models
16. Lessons Learned Sustainability: Developing capacities and introducing new approaches through existing systems
Scaling up: Bottom-up planning is not fully institutionalized and the capacity / will to follow this approach varies across provinces, districts and communes.
17. Lessons Learned
Livelihood Adaptation: Developing and testing techniques for reducing crop loss, improving aquaculture techniques, and diversifying income-generating activities are key areas for reducing vulnerability to natural disasters but require long-term programs
18. Lessons Learned Participation and empowerment: Practices for the use of land and natural resources are decided at different levels and do not always follow official policies. Consequently, local governments and communities are not in a position to assess and mitigate all the factors that impact on their vulnerability.
19. Lessons Learned Community-based implementation and monitoring: Transparency of information throughout the process, and engaging community members in operation and maintenance.
20. Lessons Learned Linking environment, poverty and disaster management: Focus on village / community analysis and planning provides information on how priorities related to poverty, risk and environment are assessed in peoples daily lives. Along with national policy development, improving local government capacities for analysis and planning is critical to effecting change.
