Enabling Environment Challenges • Inadequate institutional, legal and regulatory framework • Roles, responsibilities and functional relationships between key players and stakeholders unclear • Planning and budgeting processes treated as separate functions with a weak link between the two • Policy cycle unharmonised across sectors • Weak response of MDAs to planning initiatives • Delay in the preparation of sector and district medium term development plans • Inadequate allocation of resources to planning • Inadequate capacity of NDPC, PPMEDS, RPCUs and DPCUs • Mainstreaming communication and stakeholder consultation and participation in the development planning, budgeting and monitoring processes. • Inadequate collaboration with media • Political polarisation of issues on national development
Enabling environment Key priorities • Clarify and streamline roles of central management agencies • Harmonise the planning, budgeting and M&E cycle across sectors through Legislative Instruments and strengthening the linkages between each. • Strengthen national capacity to enforce rules and regulations • Develop capacity of NDPC, PPMEDs, RPCUs and DPCU’s through training and the adequate allocation of resources • Enhance stakeholder participation/citizen’s engagement in planning, budgeting and M&E • Ensure the adoption and implementation of the Freedom of Information Bill- preparation/training for Ministries is critical • Develop a Communication Strategy to drive communication around the MTDPF. • Review composition and tenure of NDPC – to remove political bias.
M&E and Statistics Challenges • Weak demand for, and utilisation of, statistics and M&E results including budget performance • Weak institutional capacity at NDPC, GSS, MMDAs, MDAs • Existing M&E plan failed to fully deliver on the development and institutionalisation of M&E and statistics functions • Non compliance with planning and M&E guidelines • Limited incentives for M&E • Limited resources and budgetary allocations for statistics and M&E • Poor data quality, data gaps, inconsistencies and limited disaggregation • Inadequate MIS and ICT connectivity
M&E and statistics Key priorities • Reinforce the institutional arrangements to support and sustain effective M&E • Strengthen, coordinate and harmonise existing M&E mechanisms for effective service delivery • Develop a national M&E Plan containing a results matrix based on sector and district M&E plans. • Strengthen technical capacity at all levels in M&E and statistics • Roll out Ghana Statistics Development Plan including 2010 PHC, reform of GSS, long term census and survey programme • Strengthen administrative statistics and sector/district level M&E • Improve reporting on equity issues e.g., sex disaggregation and gender analysis • Strengthen MIS systems and ICT connectivity
SWG – Priority actions • Strengthen Government’s demand and use of information for policy making and monitoring • Improve the linkages between planning, budgeting , M&E and statistics with key focus on supporting roll-out of programme based budgeting • Prepare the National M&E plan including the results matrix • Build the institutional capacity in the collection, analysis and use of statistics and M&E information • Reduce DP support of parallel M&E systems at all levels of Government • Roll out of GSDP including 2010 PHC, reform of GSS, implementation of long term census and survey programme, improvement of administrative data • Identify champions in Government and SWGs for M&E and statistics. • Develop legal instruments based on Act 480,1994 • Increase stakeholder participation in planning and M&E • Consider how to institutionalise independent evaluations
