Abt Associates has been working with AECF and CWF sites to understand how CWF matters for families • Document CWF approach and implementation • Understand and document how families experience CWF • Examine CWF innovations such as use of coaching approach • Assess the outcomes of CWF by analyzing quantitative data
To date the evaluation has been tracking 25 CWF sites in 6 metropolitan areas around the U.S.
CWF Participant Characteristics • 40% are males; 60% females • Six out of 10 have children • Half of participants had a high school diploma or less as highest education certification • More than half were working when they came to CWF • More than half report difficulty paying bills and have debt they are unable to pay off
CWF participants access services within and across 3 core areas
Individual stories show how CWF works for families “Darrell” -- • Single-parent; college grad but had “an attitude”, bouncing from one odd job to next • Employment coach worked with him, helped him get computer instructor job (teaching youth) paying $15/hr w/benefits – 50% wage increase over previous job • Beginning to work with CWF financial coach to improve credit and reduce debt
Example of outcomes for an individual CWF Site Near West Side CDC: • 66 participants have received services across at least two areas • All 66 have developed budgets • 59 participants have gotten jobs (and 14 have advanced) • 31 save monthly • 30 are repaying debts according to plan • 14 have corrected errors on credit report
Examples of Outcomes to Date for Participants Receiving Multiple Services 2,426 participants have received services across core strategy areas Employment: 1,191 (49%) have gotten a job since enrollment (Note: many participants were already employed) Work supports: 827 (34%) have received some type of income/work supports Asset-building: 353 (15%) are saving on a monthly basis Asset-building: 21 participants have bought a home
CWF participants describe their experiences with CWF positively • Offers services that make a difference in their lives • Value relationships with CWF coaches and other staff • Able to identify positive outcomes • (Have time to) engage in one service at a time
Next Steps for the CWF Evaluation • Evaluation of methods for implementing coaching approach • More detailed analysis of participant pathways • Assessment of variation in approaches for different target populations • Comparative cost-benefit analyses
