  1. CTC Master Plan • Formalizes a constantly evolving process of identifying long-range planning guidance, CTC Program vision, mission, and scope • Ensures maximum benefit from investment in the Army CTCs • Documents the direction and objectives required to execute the CTC Program • The objectives of the CTC master plan: • Chart future growth and development of the CTCs and document the action plan for implementation • Articulate all requirements necessary to support future training strategies • Coordinate efforts of MACOMs to support CTC requirements • Provide a framework for CTC decision analysis • The CTC Program (DA, MACOMs, CTCs, CTCD) develops the CTC Master Plan through a series of events including various assessments and resource programs for manpower, dollars, equipment, Instrumentation Training Aids Devices Simulators and Simulations, and facilities. • Published during each POM cycle (every 2 years, Responsible Official approves and forwards to DA G3 for signature)
