Starting point: to get an insight into performance assessment at institutional level and to identify good practices and innovative solutions • For this Presidency , the short term deliverables were • to prepare a questionnaire drawing an overall picture of the European performance assessment practices, to identify key processes (KP’s) and performance indicators. • To collect data (practitioners and academics) • To set up working groups debating on the results
Lessons from Leuven: • Clarify the scope of the project: why do we use it? What is the main objective? What are the goals? • Clarify the relationship with other similar projects (G@G) • Central government / overall administration? Macro or micro? Broad or focused • Clarify the building blocks • build consensus, build trust • call for action: send your feedback to the secretariat
Brugge, today • Lots of positive reactions from Member States and the EGPA – network • Making the Building Blocks more comprehensible and tangible • Presenting indicators that are “alive” and available • Abundant material for 3 working groups presided by EGPA- scholars (14.45 until 16.30) • WG1 – chair Geert Bouckaert – BB 1 & 7 – 94 indicators – 19 selected • WG2 – chair Wouter Van Dooren – BB 2 & 3 – 107 indicators – 18 selected • WG3 – chair Wouter Vandenabeele – BB 4,5 & 6 – 113 indicators – 20 selected • Plenary discussion, proposing material & directions for future actions & format for further action
