Title II Reporting Title II is a federal mandate HEA was signed in 1998; legislation was reauthorized in 2008 Sections 205 through 208 of the Title II of the Higher Education Opportunity Act (HEOA) call for accountability for programs that prepare teachers
Title II Reporting (continued…) Programs and states have been collecting and reporting for the past 10 years IHE reports to the State in April States report to the US Department of Education in October Secretary’s Report published in April
Title II Reporting Phases • Phase I: Program Completer and Enrolled Data Collection (individual-level data) • Evaluation Systems (ES) will open the website on October 1, 2010 • ES website will remain open until April 2011 • Phase II: Institutional Report Card (aggregate level data) • Institutional and Program Report Card (IPRC) developed by Westat
Title II Phase I: 2009-2010 Data Collection and Reporting Schedule • 2009-2010 Data Collection Worksheets available on Title II website – October 1, 2010 • Deadline for Programs to submit completed Data Collection Worksheet – January 7, 2011 • Publish Preliminary Reports to Programs – January 19, 2011 • Deadline for Programs to accept data or submit revisions – February 18, 2011 • Publish Revised Title II Reports to Programs - March 9, 2011 • Deadline for Programs to accept data or submit revisions - March 23, 2011 • Publish Final Title II reports to website – April 12, 2011
Title II Phase II: Institutional Report Card • Westat has developed a new IHE Data Entry Tool for Institutional and Program Report Card (IPRC) • Westat website will open in February 2011 • Westat website will close on April 30, 2011
Westat’s Timeline • Two interim reports • IHEs – April 2009 and April 2010 • States – October 2009 and October 2010 • Full reporting through new system • IHEs – April 2011 • States – October 2011
What’s New for IHEs? No rankings or quartiles on pass rates Focus on scaled scores for pass rates Reporting of alternative route data, including pass rates, by IHEs Most IHE data reported to State and ED No reporting in college catalogs
Two IHE Reports IHEs will submit two reports Traditional routes Alternative routes States will define alternative routes A teacher preparation program that primarily serves candidates that are the teacher of record in a classroom while participating in the route. Alternative route teacher preparation programs are defined as such by the state.
Non-IHE-based Alternative Routes States also will need to collect information from non-IHE-based alternative route programs
