Agenda for today’s session • To discuss new data elements that will be collected for the Institutional Report Card, required by Higher Education Opportunity Act (HEOA) • To demonstrate the IHE Data Entry Tool developed by Westat.
Title II Reporting Phases • Phase I: Program Completer Data Collection (individual-level data) • Evaluation Systems (ES) opened the website on September 19, 2009 • ES website will remain open until March 25, 2010 • Phase II: Institutional Report Card (aggregate data) • Previously data submitted to CTC’s website which opened in March
Title II Phase I: Program Completer Data Collection • Program Completer Matching Reports and Annual Institution Reports available on website – January 28, 2010 • Data verification and resubmission period – Jan 28 to Feb 10, 2010 • Deadline for institutions to accept data or submit revised Program Completer Data Collection worksheet – Feb 10, 2010 • Revised Program Completer Matching and Annual institution Reports available on website - March 4, 2010 • Revised Program Completer Matching and Annual institution Reports approval period - March 4 to March 11, 2010 • Deadline for approval of revised Program Completer Matching and Annual Institution Reports – March 11, 2010 • Final Title II reports available to institutions – March 25, 2010
Title II Phase II Institutional Report Card • Westat has developed a new IHE Data Entry Tool for Institutional Report Card • Westat website opened February 2010 • Westat website will close on April 30, 2010
Westat’s Timeline • Two interim reports • IHEs – April 2009 and April 2010 • States – October 2009 and October 2010 • Full reporting through new system • IHEs – April 2011 • States – October 2011
What’sNewforIHEs? No rankings or quartiles on pass rates Focus on scaled scores for pass rates Reporting of alternative route data, including pass rates, by IHEs Most IHE data reported to State and ED No reporting in college catalogs
Two IHE Reports IHEs will submit two reports Traditional routes Alternative routes States will define alternative routes A teacher preparation program that primarily serves candidates that are the teacher of record in a classroom while participating in the route. Alternative route teacher preparation programs are defined as such by the state.
Non-IHE-based Alternative Routes States also will need to collect information from non-IHE-based alternative route programs
