  4. Measurements - When • Before starting operation – to prove compliance with emission limit value • Periodically during the operation

  5. Measurements - Who • Autorised person on contract with operator • Operator of incineration – responsible for performing of measurement • No authorised person  exemption issued by the MoE after fulfilling the requirements of the Act on Air

  6. Measurement - How • ST EN 1948, September 2001, „Air Protection. Stacionary sources of Pollution. Determination of Mass Concentration of PCDD/PCDF“ (part 1 to 3) • Completely or in combination with sub-contractors for sampling, analytical measurements, leasing of equipments, other.

  7. Measurements – Barries • Complex and intricate measurement – expensive equipment (measurement of trace amounts), high professionality etc. • Small market – competitive with the Czech Republic • Lack of time – act in place since july 2002

  8. Inventories • Why – international committments (CLRTAP – POP Protocol, Stockholm Convention) • When – since 1994. Since 1997 – yearly • What – sources according to NEIS (PCCD/PCDF, PAH other POPs) • How – internal methodology

  9. Inventories - methodology • Untintentional production • Best available activity data multiplied by emission factor • Emission factors from literature, measurements in Czech and Slovak Republics, and in CEE region

  10. Inventories - Barriers • Different metodologies of UNEP, ECE, SR • Accuracy of data (activity, EFs...) • Changes in domestic inventory system (from REZZO to NEIS)  consistency of time series • Lack of capacities (human resources)

  11. Conclusions • Present state: satisfactory within the resources available • Measurements to be solved in the near future • Inventories – time series consistent for years 1990, 1995, 1997 – 2000 • Project Enabling Activities in the SR
