  2. Criterios del Diseño de la Matriz. 1. Las preguntas deben interrogar por el presente dado y el futuro deseado, habiendo una simetría entre ellas, de tal forma que a un interrogante presente corresponde uno futuro, y viceversa.

  3. Criterios del Diseño de la Matriz. 2. Las preguntas deben apuntar a lo interno del eje, a su relación con los otros ejes dentro de la ESAP y con el “exterior” de la Escuela.

  4. Criterios del Diseño de la Matriz. 3. Cada pregunta en relación con el eje formativo debe formulares y contestarse teniendo en cuenta diversos componentes, que para el caso son: • 1. Cobertura; • 2. Calidad; • 3. Contenidos Temáticos; • 4. Modalidades y metodologías de los programas; • 5. Gestión académica y organizacional. • 6. Normatividad; • 7. Locaciones e infraestructura.

  5. Criterios del Diseño de la Matriz. 4. Las preguntas del diagnóstico deben propiciar, no solamente la búsqueda de información, sino de ir involucrando participativamente al mayor número de actores.

Las estrategias metodológicas para recaudar la información a la que apuntan las preguntas son: • Revisión documental por los grupos de trabajo a nivel nacional y territorial • Conversatorios con grupos amplios de trabajo. • Entrevistas a profundidad con determinados actores. • Encuestas para la población en general
