Background, Scope, Objective, Method • Background • Round Table Process - Since 2009, Provincial Consultation occurred in Sayabouly, Sekong and Xiengkhouang • Objective • Provincial Consultations aim to augment aid effectiveness and foster better development results at local level • 27-28 June 2013 – Luang Namtha • Theme: Addressing MDG: Food and Nutrition Security (FNS) issues for the Northern Provinces • ExpectedOutput • An action plan and recommendations to address the food and nutrition security issues that can be endorsed during the RTM in November • Expected Outcomes • Improved understanding of national/regional/provincial mechanisms on tackling the FNS issue • Identification of a concrete action required by stakeholders and assured commitments • Strengthened coordination within central, regional and provincial stakeholders, as well as between provincial authorities, central government and development partners on the issue • Method • Background document dissemination, Presentations, Multi stakeholders focus group discussions (focus on 10 strategic objectives and 28 action areas stated in the National Nutrition Strategy and Plan of Action) • Chaired by the provincial governor, co-chaired by MPI and UNDP, attended by , Government officials from 10 SWGs, representatives of 8 Northern Provinces, DPs, CSO, INGO. Implementation 1/ Presentations: National picture (MoH), Focus in Northern Provinces (DPI), Speech Vice Minister (MAF, MOH) 2/ Four Group Discussion (5-6 facilitators – 20 to 30 participants) - covered 10 strategic objectives Strategic Objectives to address Immediate Causes • Strategic Objective 1: Improve Nutrient Intake • Strategic Objective 2: Prevent and Reduce Diseases Strategic Objective to address Underlying Causes • Strategic Objective 3: Increase and Diversify Domestic Food Production • Strategic Objective 4: Improve Access to Food • Strategic Objective 5: Improve Mother and Child Care Practices • Strategic Objective 6: Improve Environ. Health and Access to Nutrition & Health services Strategic Objectives to address Basic Causes • Strategic Objective 7: Improve Institutions and Coordination • Strategic Objective 8: Improve Human Capacity • Strategic Objective 9: Increase Quality and Quantity of Information • Strategic Objective 10: Increase Investment in Nutrition and Food Security 3/ Restitution / Presentation of Focus Group Discussion recommendations – Comments and Discussion 4/ Field visit - ½ day: Northern Region Sustainable Livelihoods through Livestock Development Project SWG-ARD / Vientiane / July 11, 2013
Outcomes / Discussions / Step forward • A report will be issued by the MPI integrating all comments & recommendations • Most actions identified as relevant for the Northern Provinces were already formulated in the National Nutrition Plan of Actions • Need to gather again to develop practical action plans (could be at internal / sectorial level) • Budgeting should be part of the discussion • Need to better involve other sectors (transport and communication, trade…) • The national coordination mechanism /structure for FNS could take the form of the NAHICO • Urgent need to invest into Agriculture (the strong economic growth is an asset to do so) • Many sectors are directly or indirectly concerned by the issue – thus should all be involved ---------- • This consultation was a first step, further work is necessary • Many stakeholders from various sectors are looking forward to the LSIS for precise planning • Capacity building and employment at local level are very important • UN agencies (and DPs in general) are ready to support the government in its effort to tackle Food and Nutrition Security issues SWG-ARD / Vientiane / July 11, 2013
