Key points from presentations(1): 1.Chairman introducing the topic briefly outlines the Objectives of ASEM cooperation: to encourage exchange of experiences on disaster relief; Explore the establishment of an information network on disaster relief capacity and a cooperation mechanism on emergency relief and enhance capacity of disaster relief cooperation. In the background of meagre resources and overwhelming demands, the issue of Disaster Management is an issue of according Highest Priority by the International / National and Local bodies with strong institutional basis for implementation. Disasters hampers socio-economic development and retard growth. In order to conserve development gains, Developing countries should leverage the technological advancements of European countries for DRR and Relief to have a disaster resilience for vulnerable communities.
Key points from presentations(2): 2. ICDO briefed its effective cooperation with member countries in providing training activities in area of Civil Protection and launching humanitarian operations to requested countries. It has established partnership with Russia, and is exploring such relations with other countries, such as China. 3. UNAIDS introduced a project with a Chinese NGO in implementation of the guideline on integrating HIV consideration and HIV protection with emergency response in Sichuan Province of China, and its during the Wenchuan earthquake relief period. It also discussed challenges emergencies bring and generate profound social changes. 4. Romania introduced the legal framework and institutional arrangement of a newly established National Emergency Management System, with emphasizes on its three level activation system, the role of the General Inspectorate for Emergency Situation, and their responses on major flood disasters. It also emphasized that NEMS coordination and it serving as an advocate for prevention and Disaster Risk Reduction.
Major concerns: 1. Need to secure commitment of top political leadership and institutions mandated by law for disaster risk assessment, mitigation and preparedness; With backing of Techno-legal regime, citizens can demand Disaster Resilient Society from the system. 2. Lack of donors for disaster risk assessment, mitigation and preparedness to keep the risk at acceptable level; 3. Mainstreaming disaster preparedness into national development plans for designing a more resilient future; 4. Need for highly qualified professionals for disaster preparedness – general training is not enough for concrete actions; 5. Health system capacity building and integration of HIV prevention into the standard operating procedures of emergency response units.
Suggestions and recommendations: 1. Disaster Risk Reduction is no longer an option;It is the only option. It should become a way of life, an unconscious competence within the syste. 2. International cooperation for disaster relief should be supported by more institutionalized mechanisms; 3. National disaster relief coordination bodies should be authorized by law; 4. Emphasize the role of media in propagating the Paradigm Shift of Disaster Management from Relief centric response to proactive, prevention and mitigation driven preparedness; 5. Promote national financial support to position National Disaster Response Reserves. 6. DRR is everybody's business and has to become part of development process. 7. Need to create overall enabling environment and concrete roadmap for sustainable development.
