Priority Project UpdatePSSD-CIO Joint Council MeetingLac Carling, May 28, 2003 Service Delivery to Business and Mapping
Brief Overview • Amalgam of initiatives aimed at aligning service vision and strategy development in • Participation in vision/strategy development exercises. • Exploring collaboration on potentially useful tools to shape service transformation and concepts of collaboration – Mapping, COI. • Collaborating on transformative projects – BIZPaL.
Vision/Strategy Alignment • Activities Since Feb. 18 • Participation in each other’s vision/strategy building sessions and workshops. • Presentation of federal Vision components and the Ontario Integrated (ISDb) strategy to managing partners of the COBSC. • Participation (along with many others) in the “Taking Care of Business” survey development.
Vision/Strategy Alignment • Results and Observations • Early Results • Useful to compare processes. • Can learn from each others work and re-use or adopt common elements. • Consistency around: • Client segmentation • Principles • Client needs
BIZPaL • Activities Since Feb. 18 • Jointly developed Business Case is at first gate of the TBS process to secure funding for next phase. • So far, positive feedback. • Funding decision is expected soon.
BIZPaL • Early Results and Observations • Considerable interest in project. • 10 provinces, 1 territory • 6 municipalities • Federal government • Inclusive, joint planning session was well received. • Positive approach to multi-jurisdictional initiatives. • Subsequent steps will help solidify “buy-in”.
BIZPaL • Issues/Recommendations – Next Steps: • Moving forward: • In the next year, participation invited at various levels: • Contributing “in kind” or other resources that would further a fully integrated solution • Help build enthusiasm and interest in the project • Possible leveraging of existing systems and initiatives • Share development environments or personnel if appropriate • Funding • Several committees and working groups are being set up to move forward. • Executive champions to encourage further collaboration • Share operational leadership in on-going work
BIZPaL • Issues/Recommendations – Next Steps: • Overview of Project Phases: • Phase I – May to September 2003 • Discovery and Documentation, Project office Set-up • Phase II – September 2003 to June 2004 • Developing consensus on specifications • Phase III – July 2004 to August 2005 • Technology Development • Phase IV – September 2005 to March 2006 • Launching the BizPal service
Business Service Mapping • Activities Since Feb. 18 • IC assessed existing data bases of possible information which may suit mapping purposes: • CBSC BIS (IC) – current and proposed • GOL Key Services (TBS) • New Service Profile Inventory (TBS-led) • Ontario • Developed inventory using consultants ($100K investment) • Some preliminary analysis of existing data base but with incomplete federal information. • Scenario building (6) • Initial industry sector value chains for 6 sectors (federal, provincial, municipal)
Business Service Mapping • Early Results and Observations: • Ontario has demonstrated some interesting use of Ontario-only data. • Analysis provides real insight into current Ontario business service picture • Need to investigate feasibility of populating Ontario Business Mapping data base with federal information. Not one federal source can be easily married up. • Differences in data definitions. No universal approach to service/program definitions • Mapping information must be maintained – continuing investment • Working together to validate value chains and determine service delivery opportunities • Federal level needs to accommodate other similar provincial or territorial requests to collaborate on mapping.
Business Service Mapping • Issues/Recommendations Options – Next Steps: • Prove utility of joint service mapping. • Reduce scope - focus on a specific area of common interest such as a large business event bundle. • Assess other jurisdictions’ mapping approaches and work towards more commonality – a project for ICCS?? • In depth analysis to look at ways for collaborative service mapping, now and in future
Community of Interest Pilot • Activities Since Feb. 18 • Working laboratory established between COBSC, MCBS and vendor • Two communities are being modelled for illustrative purposes: meat processing and fish bait
Community of Interest Pilot • Early Results and Observations • Laboratory has working model of key roles in COI and demonstrates viability of the concept • Have engaged broader community in exploring concept
Community of Interest Pilot • Issues/Recommendations – Next Steps: • Laboratory operational until August 2003 to provide robust test of COI concept • Issues include: • Relationship between communities • How to move from PoC to pilot • Co-existence with other delivery models • Output is a report which addresses issues and makes recommendations for next steps (fall 2003)
Next Steps • Need to confirm that key initiatives are aligned with strategic vision (iterative process): • Business mapping • BIZPAL • Community of interest • Are there other initiatives which should be undertaken to deliver on vision?
