  1. Electronic Data Collection Systems in HCSO Luxembourg, 15 June, 2009 kshxml@ksh.hugergely.fejos@ksh.hu

  2. History • 1998 – 2002: EDI(Excel macro converted workbook data to RDRMES) • 2002 – 2003: webEDI(Qnr’s filled in on the web, inner communication in RDRMES) • Feb 2004: KSHXML1(Qnr’s stored in XML4DR, formatting and checks in XSL; thick/thin clients) • May 2005: Intrastat(Separate system, for huge Intrastat qnr’s) • Sep 2005: KSHXML2(Major changes to KSHXML1, mostly for efficiency) • Jan 2008: KSHEMAIL(Created to skip limitations of KSHXML. Not a correct solution from security point of view. Most qnr’s can be loaded automatically. Excel based, attempt to eliminate paper-based data collection.) • May 2011: ELECTRA(XML based, probably new structure, new technology to display/fill in qnr’s, allow dealing with huge qnr’s (maybe even Intrastat); purpose: handle all surveys, eliminate email. – Setting up requirements.)

  9. KSHXML Workflow – Respondent’s view • Registration: Data Supplier initiates online or by sending a paper form • HCSO sends back the User ID and Password to Client. • In every time period (monthly, quarterly, annually) HCSO sends the personalised or pre-filled questionnaires to the Respondents. • Respondent signs in: using the * thin client via a browser or * thick client program (downloaded and installed) • Respondent fills in the questionnaires on-line: on the screen (in both clients) or from a CSV file (in thick client)off-line (in thick client).

  10. KSHXML Workflow – HCSO’s view • Questionnaires sent to HCSO have been checked by the Thick / Thin Client. • On sending the questionnaire, respondent receives an acknowledgement. • On the HCSO side (TIR) the questionnaries are loaded into the database (ADEL). A second acknowledgement (reception ack.) is sent to the Respondent. • In ADEL, further checks are performed on the questionnaires. If there are errors, the Client gets an Error list and an opportunity to correct them. • The data of the controlled questionnaires are then processed together with the questionnaires received on paper or by e-mail.
