What is the GCF? • The GCF is the Global Certification Forum • Voluntary scheme for MS/UE certification • Aims to reduce interoperability problems • Consensus driven organisation • Members: • Operators – 147 companies • UE Manufacturers – 43 companies • Observer members: • Test industry – 67 companies • Chairmanship is alternated between the operators and Manufacturers on an annual basis • Current Chair provided by Nokia • Current Vice Chair provided by Vodafone Europe • Change-over in Jan 06 IMTC Forum – May 2005 – Eibsee, Germany

What does the GCF provide? • Common UE certification scheme based on: • Agreed set of conformance tests • Agreed set of field tests/ IOT • Experience of typical interoperability issues • Therefore increased level of confidence in the basis functionality and inter-working of UEs on different mobile networks • Can be applied to UEs with: • GSM • GPRS/EGPRS • WCDMA Dual Mode & Single Mode • Scheme based on self declaration basis IMTC Forum – May 2005 – Eibsee, Germany

Certification Coverage • Typically the certification/test coverage will include basic functionality such as: • RF behaviour • Signalling protocols • Audio and USIM interfaces • Currently R99 for WCDMA but still evolving • New functionality to be covered/being covered: • MMS • HSDPA • A-GPS • IMPS 1.1 IMTC Forum – May 2005 – Eibsee, Germany

Benefits of GCF to Members • Single benchmarking scheme • Manufacturers only need to concentrate on one set of tests for GCF operator requirements • Test selection is a joint effort by all members • Certification can be used as a condition of purchase by operators (plus any other specific requirements) • Integrated test development process with the test industry to deliver requirements • Scheme adaptable to changing requirements and new UE functionalities • New tests introduced via Work Item oriented method • Selection of tests reviewed and can be removed • Modular certification approach being considered to reduce test time (methodology still being developed) IMTC Forum – May 2005 – Eibsee, Germany

Global Relationships • Majority of activity comes from Eurocentric members but an increasing amount of interest is coming from Asia • Close relationship with Standardisation bodies, for instance: • 3GPP TSG RAN WG5 (RAN5) for conformance test development (RF & signalling) • 3GPP TSG CT WG6 (CT6) USIM testing • Open Mobile Alliance • Developing joint strategy with the PCS Type Certification Review Board (PTCRB) • US equivalent certification scheme • Adopting common procedures • Test once certify twice principle • Looking to develop a closer relationship with the IMTC • Adoption of IMTC specifications • Create mutually beneficial situation • First contact via the 3G 324M Working Group IMTC Forum – May 2005 – Eibsee, Germany

Meeting Schedule • Steering Group • Quarterly • Duration: 2 days • Preceded by separate operator & Manufacturer one day meetings • GCF Management Group • Quarterly • Duration: 1 day • Agreement Groups • Quarterly • CAG duration 2 days • AEAG duration 1.5 days • Ad hocs/Workshops • As required basis • Normally no longer than 1 day IMTC Forum – May 2005 – Eibsee, Germany

Resourcing • Annual budget resourced: • Equally between operators and manufacturers • Contribution from observer members to assist with meeting costs • Pays for (in general terms): • Secretariat • Meeting expenses • IT support including web site • Third party contracts usually very short term IMTC Forum – May 2005 – Eibsee, Germany

Testing Regimes • Various options for UE manufacturers: • In house testing using quality certified facilities • Third party test houses • Field trials conducted on up to 5 Field Trials Qualified (FTQ) mobile networks • Requires details of operators’ networks • Requires some cooperation with hosting operator • Typically 10 man days per network used • Field trials tend to be late in the UE’s development (within 3 months of commercial launch) • Declarations sent to the secretariat and made available to the operator members on the GCF web site IMTC Forum – May 2005 – Eibsee, Germany

Standards Development Organisations • References made to recognised standards development organisations (SDO) for core and test specifications such as: • 3GPP • OMA • IMTC • Condition that standards are publicly available • Note that GCF does not develop standards but only uses them as a reference IMTC Forum – May 2005 – Eibsee, Germany

Certification Entry Criteria (CEC) • Each work item has a pre-determined criteria such that: • When the quantity of tests within the WI reaches a threshold, the CEC conditions are considered met • Normally this is 80% of the tests • Can also be dependent on previous work items • Commercial test equipment must be available at this time • In general terms, any UE being certified must use the relevant tests in the work item thereafter • UEs not supporting certain functionalities are not required to pass non-relevant tests • The process is subject to the 110 day period in order that manufacturers can obtain the necessary equipment to conduct the additional tests IMTC Forum – May 2005 – Eibsee, Germany

Outline Process…1 • Requirements for test coverage for existing or new UE functionalities proposed via a work item • Normally raised at the AG level and should include: • Rapporteur & supporting companies (minimum of four) • Business justification • Technical specifications to be used • Quantity, nature and duration of testing • Pre-conditions and target completion dates • Needs Steering Group approval (in principle at least) to allow the work to start in earnest • GCF work plan updated accordingly IMTC Forum – May 2005 – Eibsee, Germany

Outline Process…2 • Once the SG ‘green light’ is given: • Off line discussions or ad hocs • Selection of test requirements • Selection of test specifications • Appropriate action by the SDOs • At Agreement Group Meetings: • Technical queries answered • Test platforms presented for approved • Test validation reports presented for approval • Way ahead agreed or further guidance provided IMTC Forum – May 2005 – Eibsee, Germany

Validation Tracking • Validated tests recorded onto an online certification criteria (CC) database • Status of individual test cases can be changed dynamically based on 5 and 10 day rule notification system • Most changes occur during the agreement group meetings when validation reports are accepted • Manufacturers must certify using the most recent version of the database subject to a 110 day overlap rule IMTC Forum – May 2005 – Eibsee, Germany

  17. CS Video Telephony • The GCF SG has approved in principle WI-018 • Proposed by NTT DoCoMo • Introduces CS VT tests into the certification scheme • Currently 17 supporting companies • Technical work undertaken by supporting companies in an ad hoc meeting including members of the IMTC 3G 324M working group • Test selection and test methodology to be defined but common issues to be tackled have been agreed • The completed work item needs final approval at the next Steering Group meeting in Jun 05 • All the necessary CRs to PRDs need to be in place by the next Agreement Group meeting to enable the CEC to be met • Process is simplified as work item only intended to cover pure client to client testing (IOT) not conformance testing at this stage IMTC Forum – May 2005 – Eibsee, Germany

CS Video Telephony Summary • Status: • First ad hoc was held 13 Apr 05 • Issues selected for review by IMTC 3G 324M WG • Next ad hoc scheduled for 24 May 05 • Final approval of WI planned for SG#23 (Jun 05) • Target completion date after AEAG#5 in Jul 05 • Initially: • To start with IOT (client to client) only • Assess the potential coverage and/or effectiveness of the IMTC solution or whatever is in place • Longer Term: • consider the way forward which may be a proposal to launch a follow up WI which will be more conformance test based to cover any perceived outstanding issues (although this aspect is still under discussion) IMTC Forum – May 2005 – Eibsee, Germany

Looking to the Future • Application enabler testing becoming more critical to keep up with increased UE functionality • Rationalisation of the CC content will be needed to ensure the time spent in testing does not dis-advantage members due to: • Delays and time to market • Increased testing costs • Looking to integrate with more organisations around the world to offer a more global service without un-necessary duplication of effort because: • Customers expect interoperability everywhere • Testing is expensive in time and cost therefore a coordinated approach will reduce the overheads for operators and manufacturers • UEs functionality is increasing as do the risks of interoperability • Number of mobile networks with different access technologies on different release of standards is increasing, creating a moving target for UE manufacturers IMTC Forum – May 2005 – Eibsee, Germany
