Airspace Control Plan • The ACP is a document approved by the JFC that provides specific planning guidance and procedures for the airspace control system for the joint force area of responsibility and/or joint operations area • 4 Key elements of the ACP • JFC guidance on airspace control • Airspace Control Procedures (Positive and Procedural) • Joint Force airspace control organizations • Responsibilities delegated to component commanders concerning airspace control
Special Instructions (SPINS) • Apply to all participants in joint air operations • Usually published with the daily ATO • ATC reviews SPINS daily for changes that impact airspace usage and/or ATC procedures • New/modified air routes • Altitudes changes on existing routes • Temporary Flight Restrictions (TFR’s) • Etc
Air Tasking Order • Tasks airpower in support JFC’s campaign objectives for a specified period of time. • Composition is in USMTF message format • Disseminated to subordinate units • Includes call signs, targets, controlling agencies, etc
The Airspace Control Order • An order implementing the airspace control plan that provides the details of the approved requests for airspace control measures. • Airspace plan for the days fight – Airspace Control Measures to be used • Distributed with the ATO to all flying units • Deconflicts projected airspace use • Combat Ops may change the battleplan based on new intel/emerging targets/etc • “Flexibility is the key to airpower” • Airways were included for Afghanistan • Provides a “heads up” of what is happening around you

Airspace Control Measures • A piece of airspace defined for a specific purpose • Examples – Tanker Tracks, EC Surveillance Areas, Restricted Operating Zones, AWACS orbits, Close Air Support Points/Orbits, Recce Tracks, Transit Corridors, Killboxes, No Fire Area, Restricted Fire Area…and so on and so forth • Airways can be protected/“advertised” by placing them in the ACO as an ACM
Potential Impacts to Enroute • ACMS activated in established airways • C2/Recce sometimes orbit up to FL340 • Frequently plan for one area then move to another • Bombers and Recce going through alt to FL390 and • Comm issues for real time coordination
