Targets and Target Groups • Main targets of the workshops • To present the developed Guidance handbook and how to use it • To analyse which Community funds are accessible for financing Natura 2000 taking into account the concrete situation of the respective Member State • Target groups of the workshops • Environmental authorities at national and regional levels • Other authorities involved in co-ordinating EU-funding for Natura 2000 • Stakeholders: Environmental NGOs and umbrella organisations from potential beneficiaries

Tender approach • Workshops on the spot • at least one workshop in each MS, in some MS two(more workshops possible in every country!) • at least two ½ and ½ days for one workshop • hosted by national authorities, prepared together with national NGO partners • Mixture of top-down and bottom-up • Top-down: standardised input from the EU-level to meet the defined targets and to allow comparison • Bottom-up: add national specifics to take into consideration the status of programming and the needs of beneficiaries

Content: 2 compulsory modules • Guidance Handbook • Presenting the structure of the handbook and how to use it • Information about funding possibilities within the several funds (Which measures may generally be co-financed?) • Framework conditions • Overview on status of national programme planning • Natura 2000 in the national programming process • Realisation of Natura 2000 (state of play, needs and costs)

Complementary approach Content:6 voluntary modules • Information for multipliers • Presenting eligible measures in the MS • Funding requirements • Contact addresses ... • Funding shortfalls • Identify national funding shortfalls • Results could be used • to be integrated into the programming process • to approach other financial sources

Content:6 voluntary modules • Good practice • Presenting good practice examples • to motivate the participants • to draw their attention to essential requirements • to show them, how to overcome bottlenecks • Success factors • Presenting the success factors for financing Natura 2000 • Analysing the MS situation along the success factors • Discussing the results

Why?) • Organisation of cooperation (Who? Where? When?)

Content preparation • EU level (tender project team) • Elaboration the Guidance handbook • Designing the Workshop concept (modules) • National level (NGO-partners, authorities) • Selection of (voluntary) modules • Investigations on framework conditions in the MS (state of programming, eligible measures, funding shortfalls, good practice) • Preparation of lectures and materials

Organisational preparation • EU level (tender project team) • Development of Workshop Guidelines (including standard material) • Kick-off-meeting, provision of Help desk • National level (NGO-partners, authorities) • Devision of tasks, clarification of finances • Define the specific shape of the workshop(s):date, place, participants, duration • Invitation, registration, speakers • Translation and production of materials • Personal and technical support
