Cum asiguram coerenta intre planul de actiune in domeniul energiei si politicile sectoriale? Cum abordam toate partile interesate?

Cum putem evita greselile in crearea unor obiective prea ambitioase? Cum va finantati planul de actiune in domeniul energiei? Cum facem bugetul pentru energie mai flexibil?
