VIETNAM INSTITUTE OF METEOROLOGY, HYDROLOGY AND ENVIRONMENT (IMHEN) Activities on Climate Change Impact and Adaptation Studies
Viet Nam andUNFCCC Viet Nam signed UNFCCC in June 1992 and ratified iton 16 November 1994 and ratifiedKyoto protocol on 25 September 2002. • Ministry of Natural Resources and Environment (MONRE) is assigned by the Government of Viet Nam to be the National Focal Point to take part in and implement UNFCCC and KP. • CDM Designated National Authority (DNA): International Cooperation Department, MONRE • Climate Change Country Teams and National Technical Experts Groups were established to implement climate change projects.
Climate Change in Asia: Vietnam Funding: ADB Implementing: IMHEN • A regional study on Global Environment Issuefunded by ADB. • Project started in 1992, Report was published by ADB in 1994. • Scope includes GHG emission inventory based on 1990 data. • Provided mitigation options for energy and industrial, building, transportation, agricultural, forestry and land use sectors. • Assessment of the impacts on agriculture, monsoon and water resources, coastal zone, forestry, human health, energy system, transport and infrastructure. • Policy options to cope with climate change for agriculture, water resources, coastal protection, forestry, human health and natural disasters were discussed.
CC: TRAIN (Phase 1) (Vietnam is one of the three participating countries) Funding: UNDP/UNITAR/GEF Implementing: IMHEN • Started in 1994 and completed in 1996. • In cooperation with relevant Ministries and Gov. Agencies. • Objective is to assist in formulating climate change policy for the implementation of the UNFCCC. • National programmes for implementing the UNFCCC were identified, actions needed and implementation measures were outlined. • National Team on Climate Change was established, including representatives of Ministries and sectors: • Ministry of Planning and Investment • Ministry of Science and Technology • Ministry of Industry • Ministry of Transport • Ministry of Agriculture and Rural Dev. • Ministry of Education and Training • Ministry of Foreign Affairs • Ministry of Finance • Ministry of Public Health • Ministry of Law • Viet Nam Union of Science and Technique Associations
Asia Least - Cost Greenhouse Gas Abatement Strategy (ALGAS) Project Funding: UNDP/GEF/ADB Implementing: IMHEN • Vietnam is one of the 12 Asian Countries participating in this UNDP/GEF/ADB project. • Started in 1995 and completed in 1997. • Aims to enhance and improve the national capacity of the participating countries. • Conducting GHG Inventory based on the IPCC Guidelines for the year 1993. • Assessing mitigation options. • Developing the least-cost GHG abatement strategy and action plan.
Economics of GHG Limitation –Phase 1: Establishment of a Methodological Framework for CC Mitigation Assessment Funding: UNEP/GEF Implementing: IMHEN • Deals with GHG mitigation analysis and cost-effective options, focusing on four main issues: (a) Associated macro economics; (b) Land use and forestry; (c) Agriculture, and (d) Energy. • Was implemented in cooperation with relevant Ministries and Gov. Agencies.
Vietnam Coastal Zone Vulnerability Assessment Funding: The Netherlands Implementing: HMS Participating: IMHEN • Assess the vulnerability of the entire coastal zone of Vietnam to the impacts of accelerated sea level due to climate change and outlined the first steps towards integrated Coastal Zone Management in Vietnam. • Pilot studies at three sites - Nam Ha, Hue and Vung Tau - were included to provide insight into present coastal management problems.
Vietnam Initial National Communication Funding: GEF/UNEP Implementing: IMHEN • Main objective is to enable the country to harmonize and uptake the previous results, fill in gaps, further enhance its scientific and technical capacity, so that the country can prepare the reporting of its Initial National Communication. • The Vietnam Initial National Communication report was submitted to UNFCCC Secretariat in 2003.
Vietnam National Strategy Study on Clean Development Mechanism Funding: WB Implementing: IMHEN • Current CDM policy status; • GHG abatement potential in Vietnam; • CDM market opportunities for Vietnam; • Analysis of institutional set-up and institutional requirements; • Implementing CDM: criteria and approval processes; • Realisation of CDM opportunities in Vietnam; • Summary of Vietnam’s National CDM Strategy.
Preparedness for Disasters Related to Climate Change Funding: Netherlands Red Cross, Implementing: Vietnam Red Cross Participating: IMHEN • Objective is to strengthen the most vulnerable people communities in the disaster-prone areas to climate change and disasters to response and adapt to these disasters.
Climate Change Impacts in Huong River Basin and Adaptation in its Coastal District Phu Vang, Thua Thien Hue Province Funding: The Netherlands Implementing: IMHEN • Combine water flow modeling for an entire river basin with participatory management tools for a coastal district. • Study existing and future climate change impacts on water resources in the river basin and understand how poor people’s livelihoods strongly depend on climate and water resource changes. • Improve awareness, a pro-active attitude and preparedness regarding climate change and its impacts among all related stakeholders, especially the most vulnerable communities and individuals; • Assess, prioritize and improve the existing adaptation measures with stakeholders’ participation. • Prepare and develop, with stakeholders participation, the optimal feasible adaptation plan and policy at district level with view to replicate at provincial and national levels. Benefits on Climate Change Adaptation from Small and Medium Scale Hydropower Plants: Synergies and Trade-offs with Rural Development Funding: Denmark Implementing: IMHEN • Study the benefits of small and medium scale hydropower plants in climate change adaptation. • Study the benefits of small and medium scale hydropower in rural development on pilot area; • Recommend mitigation measures to minimize impacts from small and medium scale hydropower plants on environment and human well-being, especially to poor communities. Establishing appropriate legal framework to draw domestic and foreign investment into climate change projects; • Raising public awareness on climate change-related disasters, on their responsibility and gains when taking part in UNFCCC and KP implementation; • Developing capacity for National Focal Point on Climate Change and other related Ministries and Agencies.
