Comments on the Paper • Very clear and useful update on implementation of HIPC and MDRI • Reassuring to know that reforms embedded in HIPC program working well -CPIA plots show both post DP and post CP HIPCs improving performance over time • However the graph needs clarification - on same scale post DP countries after 5 years seem to score higher than early years of post CP countries - but post CP curve throughout above post DP curve?
Comments on the Paper • Re. Creditor participation - it would be useful to know who exactly are the non-Paris club non-private sector creditors, some example would help • Litigating private creditors have recovered -around 50% of credit, $1.2 billion out of $2.72 loans - meanwhile MDBs writing off debt - what then is the meaning of MDBs preferred creditor status
ADB and Debt Relief • ADB has never participated in debt relief • For the first time ADB is being asked to participate in HIPC • The candidate country is Afghanistan • MDRI is not under consideration
Afghanistan HIPC Debt Relief • projected ADF reflows about $297 million (nominal) or $115.4 million (NPV) • Expected debt relief $102.1 million (nominal) or $58.8 million (NPV), with 50.9% c.r.f. • Interim relief tentatively calculated at approximately $2.2 million (nominal)
