Upgrades in existing routes, route efficiencies, and associated amenities. b. Creation of a central urban multimodal transit hub with seamless and safe linkagesbetween modes. c. Access should be prioritized for vehicular, pick-up/drop off, bicycle, transit, and vehicles. 3. Increase Tucson business competitiveness, stimulate economic development, and grow the tax base via expanded retail and business incubator space. a. Provide limited onsite parking
