Planning Geomagnetic Disturbance Task Force (PGDTF) Update to ROS October 11, 2018 Dylan Preas PGDTF Chair
PGDTF Meeting • Business meeting was held onSeptember 13th • Discussed Federal and State activities regarding GMD • Texas A&M magnetometer project – evaluating bids • Grid Security Emergency Report to the DOE – GMD is the second highest security emergency threat (draft 8/31/2018) • Discussed Vulnerability Assessment Event Descriptions • Discussed GIC flows status and steps moving forward • Schedule for 2022 SSWG summer peak/min case building • Reviewed GMD Vulnerability Scope and Schedule 10/11/2018 ROS Meeting
Vulnerability Assessment Event Descriptions • To meet NERC TPL-007-1 R4 (Table 1) • Mis-operation of relays due to harmonics • Presentation from SPWG on the effects of harmonics on relay protection equipment during a GMD event • Microprocessor (digital) relays contain filtering that removes dc and harmonics – will not trip due to GIC flows/harmonics • Electromechanical relays without harmonic restraint may trip due to GIC flows 10/11/2018 ROS Meeting
GIC flows status and steps moving forward • Current 2021 GIC System Models are missing data needed for accurate GIC flows • Missing vector groups, substation grounding resistance • ERCOT determined that zero impedance lines are removed from the GIC System Model by PTI • Had a conference call with PTI to discuss GIC modeling and PTI will issue a software patch to address concerns • ERCOT provided a data request to TSPs to update the GIC System Model (due 10/1/2018) 10/11/2018 ROS Meeting
Schedule for 2022 SSWG summer peak/min GIC case building • The GIC System Model will be updated to the 2022 SSWG summer peak/min cases • The updated cases will be used to conduct the GMD Vulnerability Assessment in 2019 • The new schedule will be developed at a future PGDTF meeting 10/11/2018 ROS Meeting
Review ERCOT GMD Vulnerability Assessment Scope • ERCOT GMD Vulnerability Scope under development • PGDTF provided additional comments based on recent discussion • ERCOT will compile all comments for discussion at the next PGDTF meeting 10/11/2018 ROS Meeting
Upcoming PGDTF Activities • Discuss Vulnerability Event Descriptions • Finalize 2021 SP/min GIC System Model cases for GIC flows • Develop 2022 GIC System Model case building timeline • Finalize comments to the ERCOT GMD Vulnerability Assessment Scope 10/11/2018 ROS Meeting
