Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Context • International rules for transporting hazardous goods generally imposed by UN Recommendations (through ICAO/IATA, IMO/IMDG Code) and domestic legislation • Regulations and codes classify dangerous goods and define requirements for labelling, documentation, packaging, segregation etc.
Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Problem statement/objectives • Labelling and documentation may not be readily available in an accident • Emergency services need to know what substances they are dealing wit • ITS systems may be able to reduce the risks • May be other benefits – eg reduced transaction times at borders
Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Proposal • Project to establish scope for ITS to assist • Likely to be 2 broad options • Centralised database (based on supply chain management systems) • Adaptation of “eCall”-type system, ideally “bolt-on”

Thirty Eight APEC Transportation Working Group Meeting, Bali, Indonesia 1 – 5 July 2013 Timeline and funding • Delivery in 2014, with key workshop at TPT-WG39 in Christchurch, NZ in April 2014 • US$100,000 from APEC sought • NZ is prepared to put in US$50,000 plus in-kind contribution • Seeking funding or non-funding support
