REPUBLIC OFTHE PHILIPPINES Background: The Philippine Ports Authority through its training center hosted the APEC training course “2010 Intermodal and Global Supply Chain Business and Workforce Development Conference” on November 15-17, 2010. This training course was mounted as an offshoot of the Indonesian project study on “Workforce Development Needs” and the Philippines proposed program on “Risk Management Approach to Intermodal Logistics Network” presented by the Philippine Ports Authority during the APEC Intermodal Expert Group Meeting held in Singapore in July 2008.

12. REPUBLIC OFTHE PHILIPPINES The Keynote Speech After the Invocation and National Anthem, the training session was officially opened with a keynote speech by the PPA General Manager, Atty. Juan C. Sta. He expressed his appreciation on the conduct of the seminar as a welcome development in the transportation industry. Considering the geographical configuration of the country, he cited the need for strengthening the operations of the intermodal transportation system as a mechanism for facilitating the safe transport of goods and people’s and interconnectivity.

REPUBLIC OFTHE PHILIPPINES Overview of the Course The objective of the course was clarified by Dr. Patrick Sherry, Associate Professor and Executive Director, National Center for Intermodal Transportation, University of Denver, Colorado, USA and Lead Resource Speaker. The training course was aimed at providing valuable benchmarks for better freight planning and policy analysis geared towards cost efficient production, seamless movement of goods and people, greener transportation system that is free from pollution and road network congestion, which will finally redound to healthy and progressive global society.

14. REPUBLIC OFTHE PHILIPPINES Continuation of Day 1. Overview of the Course… The general concepts of intermodalism as an important option in promoting interconnectivity and seamless movement of goods and people were discussed as an introduction to the course. This was followed by a presentation of the best practices in performance and environmental management and solutions engagement to provide good benchmarks in reducing the risks that inevitably go along with the day-to-day operation of the supply chain business and the logistics network as well as an approach to establishing corporate social responsibility. Interspersed within the discussions were exercises that revealed the benefits derived by stakeholders from practicing collaboration as a strategy in engaging intermodal solutions as well as to enable the training participants to apply the concepts of intermodalism to specific situations in their operations.

15. REPUBLIC OFTHE PHILIPPINES Initial Teambuilding Exercise A teambuilding exercise ensued. Participants were grouped into 5 teams. Each team was required to form a tube of 7 feet long and 2 inches in diameter from the newspapers that were provided. After which team members were advised to lay the tube on the floor horizontally and then raised it jointly by placing their index fingers at the base of the tube. This exercise was included as one of the training activities to introduce the concept of collaboration as one important factor in creating intermodal solutions.

REPUBLIC OFTHE PHILIPPINES The Science of Intermodalism Gil Carmichael, Chairman, Intermodal Institute, Denver University, discussed via internet “The Science of Intermodalism.” The focused of discussion zeroed in on the Change and Transportation System in the US. He presented prevailing challenges for policy development, the barriers to intermodalism, the benefits and opportunities for improved intermodalism and recommendations for improving the transportation system through intermodal solutions.

17. REPUBLIC OFTHE PHILIPPINES Intermodal System Professor Goetz, Denver University, Colorado USA followed next. He introduced the concept of the “Intermodal System“ via teleconferencing, also. He advocated the establishment of an integrated sustainable national transportation system as an international priority in solving the problems of congestion, public health and safety as well as increasing social equity by rationalizing the use of the different modes. Scenarios which demands for the need in creating and maintaining safe and secure transportation system were presented. He explained the concept of sustainability and efficiency within the context of intermodalism as an alternative action to address the issues.

18. REPUBLIC OFTHE PHILIPPINES The Supply Chain Performance Measurement Alejandro Lito R. Aprieto shared his expertise in “Supply Chain Performance Measurement: An Executive Dashboard Imperative”. He talked about the importance of performance evaluation, criteria in measuring performance, evaluating a 3PL distribution center and the benefits of measuring performance.

REPUBLIC OFTHE PHILIPPINES Passenger Intermodal Transit Oriented Development The second day started with the presentation of the topic: “Passenger Intermodal Transit Oriented Development “via internet. The discussion zeroed in on the transportation planning of a government agency. This was followed by Dr. Sherry’s discussion on the “Intermodal Management Techniques”. The concept of intermodalism, its principles and requirements were presented.

21. REPUBLIC OFTHE PHILIPPINES Greening the Supply Chain “Greening the Supply Chain Environmental Friendly Logistics” was also discussed. The topic was presented by Antonio Kent M. Valderama. The discussion dwelled on the best practices in the storage and movement of goods to reduce environmental pollution.

22. REPUBLIC OFTHE PHILIPPINES Workshop The last activity on the second day was devoted to a workshop which was aimed at generating ideas on how production is affecting the supply chain. The purpose of the workshop was to expose the participants to the concepts of intermodalism, apply these concepts in their case study and increase collaboration among them.

24. REPUBLIC OFTHE PHILIPPINES Supply Chain Solutions The third day started with the presentation of the topic: “UPS Technology Solutions” by Oscar Mangabat. He presented a web-based visibility tool for monitoring incoming shipments. Supply Chain Challenges Ed Zillo talked also about the “Supply Chain Challenges”. He presented data that provided information on the export trends and growth rate in the supply chain.

REPUBLIC OFTHE PHILIPPINES Global Supply Chain Logistics Professor Mark Go, Director for Industrial Research, The Logistics Research, National University of Singapore, explained via internet teleconferencing, the Singapore experience on “Global Supply Chain Logistics”. He explained the concept and principles behind the integrated, network, technology enabled logistics (INTEL) and its application in global logistics.

26. REPUBLIC OFTHE PHILIPPINES Workshop The last activity was a workshop whereby each training participant was required to share at least 3 of his ideas on how to improve intermodal connectivity in the Philippines.

27. REPUBLIC OFTHE PHILIPPINES Closing Program The training session was closed with a statement of gratitude from Dr. Madeleine C. Abada, Manager , PPA Training Center and program organizer, to all those who helped and facilitated the conduct of the APEC training program in the Philippines. Special thanks were given to Dr. Patrick Sherry for developing the program and obtaining approval from the APEC for its delivery in Manila. She requested Dr. Patrick Sherry to continue his assistance by developing another training program for approval of APEC geared towards the enhancement of the transport system in the Philippines. She also expressed her thanks and appreciation on the assistance of Ms. Dolores G. Pua, DOTC Head of Division for facilitating the PPATC’s coordination with the APEC secretariat for the conduct of the seminar-workshop.
