NAIADESAn Integrated European Action Programme for Inland Waterway Transport
NAIADES Action Programme • Presented by the European Commission – January 17, 2006 • Council Conclusions on the promotion of inland waterway transport on June 8 and 9, 2006 • Multi-annual Action Programme in order to foster transport by inland waterways in Europe (2006 – 2013) • Focus on five strategic areas • Creating favourable conditions for services and attracting new markets • Stimulating fleet modernisation and innovation • Attracting new workforce and increasing investment in human capital • Promoting inland waterway transport as a successful business partner through a promotional network • Providing an adequate inland waterway infrastructure • Implementation of NAIADES has started already in 2006
Tracking & Tracing with RIS • RIS tracking and tracing services on inland waterways with • simple web-based access • privacy protection • harmonized introduction throughout Europe • Technical properties • High accuracy through DGPS • Update rate of 2 seconds • Dedicated communication network (VHF radio) • Provision of additional information • Based on international standards compatible with the maritime world (AIS, ECDIS, ...)
Multimodal Transport and IWT • Inland Waterway Transport is part of multi-modal transport chains in most cases. • Container transport growth will lead to growing importance of efficient use of inland waterways. • The EU’s transport policy is aware of the challenges ahead: The harmonized introduction of RIS and the implementation of the NAIADES Action Programme strongly supports efficient multimodal transport based on Inland Waterway Transport. • Inland Waterway Transport has to be integrated into multimodal logistics information chains.
Framework for modern IWT • Inland navigation is recognized as future-safe(cost-effective, safe, friendly to the environment). • The inland navigation community is small without industry lobby behind it. • Pan-European cooperation between authorities and waterway infrastructure operators is established. • Inland Waterway Transport has started its modernisation throughout Europe in a harmonised manner. • Inland Waterway Transport has to be integrated by RIS into multimodal logistics information chains.
