  12. Adams’ Dilemma Fighting the Alien and Sedition Acts States’ Rights Kentucky Resolutions – Jefferson proposed the idea that a state could nullify (cancel) the federal law within the state. Virginia Resolutions – Madison said a state could interpose, or place, itself between the federal government and its citizens. The Acts were allowed to expire between 1800-1802.
