Legal basisofwastedatacollection in the EU • Member States havestatisticalreportingobligationsrelatedtowastebased on several different regulations/directives: • WasteStatistics Regulation (Regulation (EC) No 2150/2002) • WasteShipment Regulation (Regulation (EC) No 1013/2006) • Waste Framework Directive - Recycling/recovery targets (2008/98/EC) • Directive on end-of-lifevehicles (2000/53/EC) • Directive on Waste Electrical and Electronic Equipment (2005/369/EC) • Directive on packagingandpackagingwaste (2005/270/EC) • Directive on on batteriesandaccumulators (2006/66/EC)

Environmental Data Center on Waste • The central entry point for reporting of data under European Union legislation on waste • Provides data, indicators and other relevant information to support the assessment of policy effectiveness • Manages data, performs quality assurance, and coordinates data and information managed by other bodies • The reference point for answering specific policy questions • http://epp.eurostat.ec.europa.eu/portal/page/portal/waste/introduction

Electronic reportinganddatadissemination • Transmission of the data to Eurostat via the eDAMIS Portal • Secure environment for the transmission of data • A web form for each of the waste reporting obligations • Checks andvalidations on thedata • The Eurostat dissemination database (EUROBASE) • Contains the full range of publically available data from Eurostat • The data are presented in multi-dimensional tables with multiple selection features and export formats • Explanatorytexts (metadata) • http://epp.eurostat.ec.europa.eu/portal/page/portal/waste/data/database

European WasteStatistics Regulation • Regulation (EC) No2150/2002 on wastestatisticscreatestheframeworkforthe production of Community statistics on the generation, recovery and disposal of waste • Statisticsaretobeproduced: • on the generationof waste according to Annex I • on the recovery and disposal of waste according to Annex II • usingthestatisticalnomenclatureset out in Annex III • Reporting everysecondyear in June • First time in 2006 on thereferenceyear 2004

Statistics on wastegeneration (Annex I) - Coverage • Statistics on wastegenerationcover: • all economicActivities (all NACE-Categories) • wastegeneratedbyhouseholds • includingwastearisingfromrecoveryand/ordisposaloperations • all wastesexceptwastesexcludedfromthescopeoftheWaste Framework Directive (2008/98/EC)

Statistics on wastegeneration (Annex I) – Reporting structure • Breakdown by economic activity and households (based on NACE Rev 2 classification) • 19 Categories • Breakdown by waste type (EWC-Stat Rev 4, aggregating the waste categories of the European list of waste based on material types) • 51 Categories • The dataistobepresentedatthe national level (NUTS 0)

Statistics on recovery and disposal (Annex II) - Coverage • Statistics on recoveryanddisposalcover: • all treatment facilities that need a permit or have to be registered according to the Waste Framework Directive (2008/98/EEC) • all wastesexceptwastesexcludedfromthescopeoftheWaste Framework Directive (2008/98/EC) • Excluded are: • preparatory treatment operations • non-economic waste treatment facilities (e.g. backyard composting). • recycling on the site of waste generation (internal recycling) • incineration at sea • co-incineration plants using specific biomass wastes

Statistics on wastetreatment(Annex II) – Reporting structure • Wastetreatment (total quantitiesenteringfacilitiesfor final treatment): • Breakdown by waste category (EWC-Stat Rev 4, aggregating the waste categories of the European List of Waste) • 51 categories • Breakdown by treatment categories (aggregating disposal and recovery operations of Annex I and Annex II of the WFD) • 5 categories • The dataistobepresentedatthe national level (NUTS 0)
