Energy Savings Performance Contracts (ESPC) / Utilities Energy Services Contracts (UESC) • Private Companies / Servicing Utilities provide initial private capital investment to execute projects • Private Companies are repaid from realized energy savings at the installation • Army has most robust ESPC program in entire Federal government & improving - Will meet 2011 Presidential Goals • More ESPC’s and UESC’s were awarded in FY12 ($220M) than in any single year of the program Solar Tubes, Solar Panels and LED Lighting Tobyhanna AD Solar panels being installed under the Ft Buchanan ESPC project. ESPC/UESC projects + no/low cost measures = meeting energy efficiency goals
